The lowest responsive and responsible bidder shall be responsible for all applicable permitting, labor, materials, equipment, tools, transportation, services, and incidentals necessary to complete all Work required by the specifications and as shown on the drawings. Bidders shall bid on all items in order to be considered responsive. The contractor shall provide a complete job, including all labor, equipment, supplies, and materials and performing all operations necessary as specified within the plans. This project is funded by the Coronavirus Local Fiscal Recovery Fund (CLFRF) of the American Rescue Plan Act (ARPA). The project is identified in the St. Johns River Stormwater Outfall Assessment (2017 Study) as a stormwater best management practice (BMP) that once implemented would work towards meeting the total maximum daily load (TMDL) goals for reducing nutrients to the St. Johns River. The project consists of installing a nutrient separating baffle box with sorption media up flow filter at various locations. The Bidder shall submit with its Bid evidence of its experience by providing a list of projects which include a brief description of the project, location, contract value, owner's name, address, and phone number (see "Experience/Completed Projects" form). The evidence shall include a list of projects similar in character, size, and value, which has been satisfactorily completed and in satisfactory operation. A minimum of three (3) of the listed projects must have been completed for agencies/entities other than the County of Volusia.
