Tuscola County will be accepting bids on sealing, and striping of the following parking lots: Tuscola County Health Department 1309 Cleaver RD Caro, MI 48723 and Tuscola County Department of Human Services 1365 Cleaver RD Caro, MI 48723 The following specifications shall be considered in your bid: 1. Contractor is responsible for any needed permits, drawing, and shall follow all local, State, and Federal codes. 2. All cracks shall be thoroughly cleaned of debris, dirt, loose pavement and vegetation. Routing only where required. 3. Cracks are to be filled with ASTM #3405 crack filler (or equal product), rubberized, and hot applied. 4. Parking lot surface is to be cleaned prior to sealing, of debris and dirt by booming and/or high-pressure blowers or vacuum truck. 5. Oil spots are to be cleaned and primed. 6. Seal coating to be coal tar emulsion that meets or exceeds ASTM D5727. Seal coat mix to include additive to promote quick drying times, and 3-5 lbs. of silica sand per gallon for a textured skid-resistant wearing surface. Double coated. 7. Line striping shall meet ADA title III specifications. 8. Health Dept will also requiring Stenciling where the agency cars are parked. 9. Contractor shall provide copies of Workmens Comp and Liability insurance with their bid. Work is to be completed on the weekends, and traffic flow to the Dispatch Center and Medical Care rear drive to be maintained. This bid includes the driveway from M-24. Tuscola County reserves the right at its sole discretion to reject any and all proposals received without penalty and not to enter a contract as a result of this RFP. The County also reserves the right to negotiate separately with any source whatsoever in any manner necessary to attend to the best interests of the County, to waive irregularities in any proposal and to accept a proposal which best meets the needs of the County, irrespective of the bid price. By submitting a bid, the bidder is acknowledging that there will be no contractual relationship between Tuscola County and the bidder until both parties have formally approved and signed a written contract to be developed by Tuscola County legal counsel. The County reserves the right to make an award without further discussion of any proposal submitted. Therefore, the proposal should be submitted initially on the most favorable terms which the offer can propose. There will be no best and final offer procedure. The County does reserve the right to contact an offer for clarification of its proposal.
