Questions concerning this RFP must be submitted to either Larry Lukasik at lukasikl@lackawannacounty.org or to Sandra Opshinsky at opshinskys@lackawannacounty.org by Wednesday, February 21, 2024 The Lackawanna County Commissioners are requesting Statements of Qualifications and Proposals from registered design and engineering professionals interested in performing design and engineering services for the rehabilitation of Dam #5 in Scranton, Pennsylvania. PROJECT OVERVIEW Lackawanna County Dam # 5 was constructed between 1887 and 1888. The dam is a homogeneous earth-filled embankment with a masonry-core wall. Rehabilitation is recommended at this time to preserve the life of the dam and to bring the dam and spillway into compliance with current regulations. At this time the existing spillway of Dam # 5 can only accommodate 60% of the spillway-designed flood. SCOPE OF WORK The selected consultant will provide pre-design, design/engineering, construction estimates, surveys, the creation of a bid package for the project, bid documents and plans, all permitting and consultation services for the Rehabilitation of Dam # 5. All contract plans, specifications and documents shall be prepared in accordance with all applicable requirements of funding sources. The anticipated construction activities for this project include, but is not limited to: o Reconstruction of the concrete spillway to accommodate 100 % of the spillway design flood. o Reconstruction of the first 45' of rock walls adjacent to the spillway. o Repair of the remaining 45' of rock walls adjacent to the spillway. o Raising the existing concrete cutoff wall by 1'. o Installation of a structural pipe liner within the low-level outlet pipe. o Installation of a new sluice gate at the outlet control building. o Replacement of the existing chain-link fence along the spillway walls. o Installation of a new access control gate to prevent trespassing. o Any other modifications that are required to bring the dam up to current regulations.
