Renovation of a playground / park / athletic field in Oneida, Tennessee. Completed plans call for the renovation of a playground / park / athletic field.

The National Park Service (NPS), Big South Fork National River and Recreation Area (BISO) is issuing combined sol/synopsis for removal and replacement of all roofing components associated with the TN Log Dorm as outlined in the specifications. Location of work 4024 Leatherwood Road, Oneida, TN 37841. TYPE OF CONTRACT: Firm Fixed Price 100% small business set-aside procurement. The NAICS code is 238160 Roofing Contractors, and the size standard is $16.5 million. Additional NAICS Code is NAICS 238990, Other Specialty Trade Contractor In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated to below $25,000.00. Period of Performance 3/1/2024 to 5/1/2024 SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested Offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD. Site Visit: Offerors are highly encouraged to perform site visit at any time to inspect the site and fully understand the requirement and conditions. No Phone calls, please. MATERIAL REMOVAL o The contractor shall remove approximately 2880 ft 2 of asphalt shingles and moisture barrier underlayment. o The contractor shall remove the currently installed drip edge. o The contractor shall remove all flashing from around any roof protrusions or vertical surfaces. o The contractor shall remove all rubber stack-boots from around plumbing vents. o The contractor shall collect all removed material and dispose of it at an appropriate facility off park property. o The contractor shall install tarps, drop-cloths, or similar means to ensure all debris is caught and collected. o As sheeting material is exposed, the contractor shall immediately notify the COR of any noted damage. o In the event of damage being discovered the COR will notify the park carpenter, and the National Park Service will correct any noted damage to the roof sheeting. o All established entry and exit routes shall remain open and operational for the safe means of egress in the event of emergency. Entry and Exit doors shall not be blocked during any project execution phase or task. o Work shall be performed around and above entry and exit routes. The contractor shall perform tasks in a manner that the routes remain operational. For example, if a ladder is placed in front of a door to execute a task or if materials are falling from overhead, the contractor shall communicate to the COR that work is taking place around the door. The contractor shall protect pedestrians from all potential safety impacts. COMPONENT INSTALLATION o The contractor shall install new 30# felt moisture barrier or a synthetic equivalent per manufacturer's recommendations. o The contractor shall install new drip edge, flashing, step-flashing, vents, stack-boots, and coil stock per manufacturer's recommendations. o The contractor shall utilize a starter strip designed for architectural style shingles per manufacturer's recommendations or may use an equivalent quality 30-year, 3-tab shingles as a starter strip if desired. o The contractor shall install approximately 2880 ft 30-year, Architectural shingle. o New shingles shall match the color shade of the removed shingles. A material/color sample shall be provided to the COR for approval before shingles are purchased and applied. o The contractor shall replace the existing ridge vent system. Should the selected new ridge vent system necessitate roof alterations, the contractor shall modify the existing openings accordingly, which may include enlarging or otherwise adapting them to fit the new system. o The contractor shall install shingle caps along the ridge vent per manufacturer's recommendations. o The contractor shall install permanent roof anchors, for employee fall protection, approximately every 10'- 14' along the roof ridge, spaced for practical usage. Anchors shall not be placed within 6' of the gable end. Anchors shall be designed to accept lanyards with D-clips and permanently mounted to withstand 1,800 lbs. of force for an employee with a body harness. The anchorage shall be rigid and shall not have a deflection greater than 0.04 inches when a force of 2,250 lbs. is applied, per OSHA 29 CFR 1926.502(d)(15). The contractor shall submit proposed anchors to the COR for approval before purchasing or installing fall arrest components. o In the event of inclement weather, contractor shall be responsible for protection of the roof, and exposed building components against said weather. Damage incurred due to failure to protect will be corrected by the contractor at no additional cost to the government. o Any components of the buildings or grounds that are damaged during the project shall be repaired and returned to its original condition by the contractor at no cost to the government. o The newly installed roofing system and all its components shall be covered under a 1- year workmanship warranty. o If the contractor utilizes a construction dumpster or dump truck, the contractor shall coordinate the identification of septic tanks and leach fields to avoid potential damage. Only construction debris shall be placed in dumpsters or dump trucks. Food or similar items shall not be permitted to be disposed of in construction dumpsters or dump trucks. The contractor shall dispose of food related items in bear proof refuse or bear proof
