Renovation of a residential development in Oswego, New York. Conceptual plans call for the renovation of a residential development.

As of March 27, 2024, bids received were rejected as they were over the budget. Project is no longer needed. The Contract is to provide all the necessary services, material, equipment, labor and superintendence necessary to perform the construction work for the renovation of the existing Goble Marina bathhouse building located at 11 Lake Street, Oswego, New York 13126 in accordance with the documents and specifications provided and referenced herewith. Contract term: 45 Calendar Days Location: 1 East 2nd street oswego ny The Port of Oswego Authority shall not be held responsible for the completeness or accuracy of any bid documents received by a Contractor that were not directly issued to that Contractor by C&S Engineers, Inc. Any Contractor submitting a bid based on incomplete or inaccurate information resulting from documentation received from any third party, shall not have cause for relief from award or completion of a contract in accordance with the official documents on file with the Architect/Engineer. The Contract is to provide all the necessary services, material, equipment, labor and superintendence necessary to perform the construction work for the Goble Marina Bathhouse Renovation Project in accordance with the documents and specifications provided and referenced herewith. No bid shall be considered unless it is accompanied by a Bid Bond, safeguarding the Port of Oswego Authority, executed by an acceptable surety, in amount equal to five percent (5%) of the total bid. The successful bidder will be required to furnish separate Performance Bond, Labor and Materials Payment Bond, and Maintenance Bond to the Port of Oswego Authority (POA) in the full amount of the award for each bond, to be executed by a duly incorporated surety company, for the faithful performance of the Contract. The Contractor shall also furnish all insurances required by the contract documents. Such costs shall be borne by the contractor as an overhead cost to the amount in the submission of the bid The Port of Oswego Authority is required to comply with the provisions of New York State Executive Law Article 15-A and Parts 140-145 of Title 5 of the New York Codes, Rules and Regulations ("NYCRR") for all State contracts, as defined therein, with a value (1) in excess of $25,000 for labor, services, equipment, materials, or any combination of the foregoing or (2) in excess of $100,000 for real property renovations and construction. Bidders are REQUIRED to submit their proposed M/WBE and SDVOB commitments (Office of Contractor and Supplier Diversity forms) with their bids. Any bidder not able to meet the project's M/WBE and SDVOB goals shall provide a Good Faith Effort (GFE) package. Refer to the MBE/WBE/SDVOB Requirements Section of these Bidding Documents for guidance and submitting Good Faith Effort documentation as part of your bid/proposal. Bids not including completed Office of Contractor and Supplier Diversity forms and/or GFE documentation or will be deemed non-responsive. Bids may be held by the POA for a period not to exceed forty-five (45) calendar days from the date of the opening of bids for the purpose of reviewing the bids, and investigating the qualifications of bidders (prospective Contractors), prior to awarding of the Contract. No bids will be withdrawn during this period without the consent of the POA. The Port of Oswego Authority hereby notifies all bidders that it will affirmatively insure that with regard to any Contract entered into pursuant to this Request for Bids, Minority and Women-owned Business Enterprises will be afforded full opportunity to submit bids in response to this invitation. They will not be discriminated against on the grounds of race, religion, color, sex, or national origin in consideration of an award. The POA reserves the right to reject any or all bids, award certain items only or to waive any informality in the bidding and the Contractor will have no claim against the Port of Oswego Authority. ***Document Note: The Organizations name, contacts name, address, telephone number, and email address will be recorded on the plan holders list. Once the required information is recorded, the contact will receive an email with the attached documents or a download link dependent upon file size. The Bidder will be responsible for any and all printing of plans and specifications as deemed necessary in order to prepare their Bid.
