Exterior Restoration of Strode's Barn & Springhouse- A. Project Scope. East Bradford Township ("Township") is soliciting competitive bids from qualified firms for the exterior restoration of Strode's Barn and Springhouse, two historic structures located within the Strode's Mill National Historic District, sited on Township parkland within the Plum Run Preserve, at 998 Lenape Road, West Chester PA 19382. The proposal shall include the furnishing of all labor, materials, supervision, inspections, and equipment necessary for the performance of the Work outlined in this bid specification. The detailed scope of work to be performed is set forth in Exhibit A. B. Project Schedule. Work is expected to begin immediately upon East Bradford Township's execution of the contract and conclude as expeditiously as possible, allowing for a construction completion date of no later than July 31, 2025 to comply with grant funding deadlines. Inquiries regarding this bid may be emailed to Rich Phifer, Director of Property and Recreation, at rphifer@eastbradford.org, but must be received not later than Friday, February 23, 2024 at 4:00 PM. The bids will be presented to the Board for consideration at its regular meeting on Thursday, April 11, 2024 at 6:30 PM at the Township Building. A certified check or bid bond in the amount of 10% of the total bid price, payable to the Township, must accompany all bids. The successful bidder will be required to provide a performance and payment bond in the amount of 100% of the total contract. The bid specification requires prevailing wages. The Board reserves the right to reject any and all bids and to waive informalities and/or irregularities in any or all bids, for any reason. The work of the Base Bid includes the furnishing of all labor and materials, equipment and services for the following: Removal of the existing roofing materials; Repairs and restoration to the wood-framed roof structure of the Barn including repairs to rafter tails, eave outlookers, and fascia moldings of the barn; Replacement of deteriorated sheathing; Installation of new sheathing to accommodate a metal roof; and installation of sheet-metal roofing on the barn, including painting of the roof. The work at the Barn walls includes: removal of inappropriate modern temporary coverings at window and door openings, restoration / replication of a missing window, restoration of period doors and hatches, and replication of new doors. At the ground floor of the north wall, there are two mishappen openings, formerly a window and a door, which shall be rebuilt to rectangular openings, to hold a new louver at the former window and a period-replica pair of doors. Restoration of the Springhouse includes removal of nonoriginal roof framing and upper wall materials; masonry repairs at the door and vent louver opening; restoration of the wood door and fabrication of a new wood louver with steel security bars; Installation of a flat seam, locked and soldered metal roof. Other miscellaneous masonry and woodwork restoration and repairs, and stucco restoration and/or replacement as depicted are included. The work of this section includes: 1. Installation (and removal) of scaffolding. Scaffolding around the building for access to the walls for stucco and roofs for repair and replacement. 2. Removal of existing roofing, flashing, wooden members, siding and fascias where indicated on the construction drawings for replacement. 3. Removal of existing wooden wall attachments, brackets. Perform all repair work including timber post removal and timber repairs, prior to installation of new stucco finishes.
