REQUEST FOR QUALIFICATIONS FOR 2024 PLAYGROUND PACKAGE SOLICITATION #19B-2024 The CITY OF BELLINGHAM solicits submittals of qualifications from consulting firms with expertise in planning, engineering, landscape architecture, environmental evaluation, archaeology, surveying, permitting assistance, and/or cost estimating services. Work may involve expansion of the existing playground envelope to accommodate new equipment and fall zones. The City has not determined which areas to expand into. Bloedel Donovan Park is located at 2214 Electric Avenue, Bellingham WA 98225. Rock Hill Park shall involve the replacement of existing playground equipment and potential expansion of playground opportunities. Work may also include site planning to enhance universal accessibility, walkway connections to a parking area broadening the range of recreational opportunities to under used areas in the park, notwithstanding potential limitations of use in WSDOT managed ROW. Providing ADA accessibility between the new playground facility and trails and existing parking (also to be updated). Rock Hill Park is located at 1329 Iron Street, Bellingham WA 98225. SUBMITTAL: Qualification submittals are to be prepared in such a way as to provide a straight forward, concise delineation of the proposer's capabilities to satisfy the requirements of this RFQ. Submittals shall be limited to 12 pages (6 double-sided pages). Resumes will not be counted towards the page limit. Emphasis will be concentrated on conformance to the RFQ instructions, responsiveness to the RFQ requirements, overall completeness and clarity of content. Submittals will be evaluated and ranked based on the following criteria: 1) Qualifications & Experience; 2) Organization; 3) Technical Knowledge, 4) Projects; 5) Schedule; 6) References.
