*The closed solicitation has been included below for reference: The City of Upland is currently seeking qualified consultants with experience in traffic signal design, signal equipment procurement and preparation of PS&E for construction contract bidding. The Consultant will provide services that consist of collecting/reviewing traffic signal system equipment condition inventory data, obtaining equipment quantities, prepare a PS&E package for construction bidding, provide construction bidding and construction support services. February 26, 2024 The City of Upland completed and adopted a Local Road Safety Plan (LRSP) in 2022 and subsequently applied for a Cycle 11 HSIP Safety Grant to upgrade traffic signal equipment at signalized intersections citywide to improve traffic safety. The City was awarded a grant for a Traffic Signal Modification Project to upgrade the traffic signal indications (from 8" heads to 12" heads), install new countdown pedestrian signals, new signal backplates with reflective yellow tape borders and ADA compliant pedestrian push buttons. Separate from the grant, the City is also seeking additional services for a missing street name signs inventory on traffic signal mast arms, and street name sign replacement cost evaluation. Funding allocation was approved by Caltrans in December 2023. The project is funded by State funds and no federal funds are involved for this grant project. The goal of the Citywide Traffic Signal Modification Safety Project is to improve visibility of traffic signal indications to reduce broadside and rear-end type collisions between vehicles, and pedestrian/bicycle related collisions with countdown pedestrian signals. The intent of this RFP is to evaluate each interested consultant's specific qualifications, experiences, and select the best-qualified consultant. In addition, all interested consultants shall have sufficient, readily available resources in the form of trained personnel, support services, specialized consultants and financial resources to carry out the work without delay or shortcomings. The work will be performed in accordance with the attached Professional Services Agreement. The City intends to award a contract to one successful consultant for the services proposed by that consultant; however, all contracts are subject to approval by the Upland City Council, and the city reserves the right to not award any such contract at the discretion of the Council. A proposer will be considered "non-responsive" to this request and disqualified from further consideration if the following minimum qualifications are not met: 1. Consultants must have a minimum of five (5) years significant experience, expertise, and familiarity in working with public agencies to provide the services necessary to prepare the PS&E bid package for the Traffic Signal Modification Safety Project. The City of Upland (herein referred to as "City") is currently seeking a qualified consultant (herein referred to as "Consultant") with experience in traffic signal design, signal equipment procurement and preparation of PS&E (Plan, Specifications and Estimates) for construction contract bidding. The Consultant will provide services that consist of collecting/reviewing traffic signal system equipment condition inventory data, obtaining equipment quantities, prepare a PS&E package for construction bidding, provide construction bidding and construction support services. Project tasks shall include, but are not necessarily limited to, those items noted below. If the consultant feels that additional tasks are warranted, they must be clearly identified in the consultant's proposal. For this RFP, Signal Hardware refers to: LED Vehicular Indications (8" and 12", standard and PV heads), including backplates with yellow reflective tape borders, LED Pedestrian Signal heads (regular and countdown heads), ADA compliant Pedestrian/Bicycle Push Buttons, The consultant's scope of work shall include, but is not limited to, the following:
