Capital Access, Inc. invites you to submit your Contractor Qualifications for the Bucks County Home Repair Program (BCHRP) This RFQ process will be publicly posted to allow additional general contractors (GCs) the opportunity to be added to the Contractor List. BCHRP reserves the option to cap the number of GCs on the Qualified GC List. However, Capital Access, Inc. welcomes additional inquiries and reserves the option to allow additional GCs submit their qualifications based on the success and demand for qualified GCs. General Contractors shall rely only on written material contained in the RFQ. The RFQ will be posted and made available at: https://bchrp.com. Minority and Women Owned Business Enterprises (MWBEs) and Service-Disabled VeteranOwned Small Businesses (SDVOBs) are encouraged to submit their qualifications. All qualified applicants will receive consideration without regard to race, color, religion, sex, sexual orientation, gender identity, or national origin. All communication concerning the Request for Qualifications (RFQ) shall be directed via email to Andrea Holak, Program Lead at aholak@capitalaccessinc.com. Respondents shall not contact other staff at Capital Access, Inc., neither Habitat for Humanity of Bucks County, nor the County of Bucks. PROGRAM INFORMATION This Request for Qualifications (RFQ) will be used to establish a contractor pool for the Bucks County Home Repair Program (BCHRP). This solicitation, and any subsequent contracts, will be funded with Pennsylvania Department of Community and Economic Development Whole Home Repair funds, and State and Local Fiscal Recovery Funds provided to Bucks County by the federal American Rescue Plan Act through the U.S. Treasury Department. BCHRP's goal is to improve the condition of housing stock across the County. The program will focus on home repairs including (but not limited to): Habitability and Safety concerns to reduce risks of are, structural failure, water damage, falls and excessive heat and cold exposure. (i.e. mold,, lead based paint etc.); Accessibility to help people with mobility challenges live with safety and dignity; Energy Efficiency to improve affordability, resilience and reduce carbon emissions. BCHRP is committed to completing approximately 100-200 home repair projects over the next two to three years. Qualified residential general contractors (GCs) are invited to submit their qualifications for the opportunity to build a book of steady home repair business over the next 24 months and beyond. GCs that meet the qualification criteria will be approved to participate on the BCHRP List of Qualified GCs. The Qualified GC List is not a contract, guarantee and /or any type of promise of work. When a GC is approved for the List of Qualified GCs and signs the Homeowner/Contractor Agreement (please see Attachments Section), the GC will be provided access to Request for Proposal bid packages where they can compete for contract awards. A separate construction contract will be executed for each individual project award won by the GC. Scope of Services The BCHRP program will address habitability and safety concerns, provide measures to improve energy or water efficiency and make units accessible for individuals with disabilities. The Scope of Services may include roofs, heat pumps, window replacement, ADA ramps and accessibility features, HVAC installation, and general carpentry to make homes safe and accessible. The scope will vary based on the needs of each home. INQUIRIES ABOUT THE RFQ Written questions regarding this Request for Qualifications for BCHRP Home Repair will be accepted through March 7, 2024. All questions must be submitted via email to aholak@capitalaccessinc.com by 1 p.m. All communications concerning this RFQ shall be directed via email to Andrea Holak, Program Lead at. Respondents shall not contact other staff at Capital Access, Inc., Habitat for Humanity of Bucks County, nor the County of Bucks. Capital Access will post responses to questions of substance to website via an Addendum by March 11, 2024. All communication concerning the Request for Qualifications (RFQ) shall be directed via email to Andrea Holak, Program Lead at aholak@capitalaccessinc.com.
