Demolition and site work for a municipal facility in Saint Louis, Missouri. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.

The City of St. Louis Port Authority ("Authority") will receive sealed bids for the South Refuse Smokestack Demolition Project (Project) on March 11, 2024. The Project supported in whole or in part by federal award number SLFRP4542 awarded to the State of Missouri by the U.S. Department of the Treasury. The work required for the Project comprises demolition of the City's South Refuse Facility exhaust stacks as required by the attached Contract and the identified Drawings, Technical Specifications and other Bid Documents (collectively, the "Contract Documents"). The work which the Contractor shall be required to perform under this Contract shall commence at the time stipulated by the Authority in the Notice to Proceed; all work shall be scheduled and completed no later than May 31, 2024. The Authority and City of St. Louis are committed to involving Minority and Women-owned Business Enterprises (MBE/WBE) in meaningful roles (see Section 17 below). In order to be eligible to bid, Bidders must submit complete and acceptable documentation and information as required in these Bid Documents. The Authority does not warrant that a Contract will be awarded based on the submitted bids. The Authority reserves the right to waive non-substantive irregularities in the bidding. No bid shall be withdrawn for a period of ninety (90) calendar days subsequent to the closing date of bids without the express written consent of the Authority. The Authority reserves the right to award the contract(s) resulting from this Request for Bids ("RFB") RFB to one or more respondents, as appropriate, to meet the needs of the Authority. Issuing this RFB does not obligate the Authority to award a contract to any provider, nor is the Authority liable for any costs incurred by the organizations in the preparation of proposals. Nothing in this RFB nor in any proposal in response to this RFB is intended to be, nor should anything be construed, as an offer of engagement. Nor shall the selection of a Bidder be construed as an offer of engagement unless and until a contract is fully negotiated and fully executed by all parties. The Authority reserves the right to reject any and all proposals submitted and to waive any and/or all non-material irregularities pertaining to the submission of the proposal. Additionally, any and all RFB project elements, requirements and schedules are subject to change and modification. The Authority also reserves the right to modify, suspend, or terminate at its sole discretion any and all aspect(s) of the RFB process to obtain further information from any and all respondents, and to waive any defects as to form or content of the RFB or any responses by any organization/business. All submitted materials will become the property of the Authority, may become public documents at any time during the selection process, and will become public documents at the conclusion of the selection process. Any and all documents submitted by the Bidders may become public if and when they are submitted to any advisory or legislative public body, or pursuant to the Missouri Sunshine Law. By submitting a response to this RFB, each Bidder acknowledges having read this RFB in its entirety and agrees to all terms and conditions set out in this RFB. . Questions regarding any matter pertaining to the performance of the Project or the Bidder's response shall be made in writing to the City of St. Louis Port Authority (hereinafter called the "Authority"), 1520 Market Street, Suite 2000, St. Louis, Missouri 63103, (Attention: Mr. Roland Comfort) or sent by email to comfortr@stlouis-mo.gov Replies will be issued and posted on a Question and Answer (Q&A) page on the website No questions received after 3:00 PM local time on March 1, 2024, will be given consideration. Q&A page will be updated as questions are submitted. WAGES AND SALARIES a. This Contract is subject to City of St. Louis Living Wage Laws (Chapter 3.99 of the Revised Code of the City of St. Louis) and the State of Missouri Prevailing Wage Laws (Chapter 6.20 of the Revised Code of the City of St. Louis; Section 290.210 RSMo et seq.). As this is adjusted annually, please visit the state's website for more information. For work performed anywhere on this project, the Contractor and the Contractor's subcontractors shall pay the higher of these applicable wage rates. b. The rates of pay requirements set forth under the Bid Documents are the minimum rates to be paid during the life of the Contract. It is, therefore, the responsibility of Bidders to inform themselves as to the local labor conditions, such as the length of the work day and work week, overtime compensation, health and welfare contributions, labor supply and prospective changes or adjustments of rates.
