The Town of Amherst, as Awarding Authority, invites SEALED PROPOSALS for Independent Inspection and Testing Agencies (ITA's) to provide material testing and inspection services for the Fort River Elementary School Project, 70 South East Street, Amherst, MA 01002. Bidder selection, procedures and contract awards shall be in conformity with M.G.L. Chapter 30B The new 105,750 GSF Fort River Elementary School Building project will replace both the existing Fort River Elementary School, located at 70 South East Street, and its twin, the Wildwood Elementary School, located on Strong Street. The new school will be located on the playing field area of the existing Fort River School and will accommodate 575 students in Grades K-5. The existing Fort River School will remain operational on the site while the new school building is constructed. Once the construction is complete, the existing Fort River School will be demolished, making space for parking and playgrounds. The site is 31.5 acres and is bounded by a residential neighborhood to the north and west. The eastern portion of the site is wooded and boarders the Fort River. The Amethyst Brook Conservation Area abuts the school property to the south. The project is being delivered via a Chapter 30 Section 39M and a Chapter 149 contract: the first is an Early Package which includes site preparation for construction. The Early Package is out for bid and bids were submitted on February 8th, 2024. The building project will be bid in June 2024. The project is the first to be constructed under the Town's Net Zero Bylaw. Project specifics are noted herein and supplemented by the Early Package Bid Documents and 60% Construction Documents prepared by DiNisco Design Architects, which are available via the link at the end of this section. It is imperative that your firm reviews the referenced drawings to ensure understanding of the scope of testing and inspections. Also provided is a Statement of Special Inspections prepared by Foley Buhl Roberts & Associates that identifies the special inspections required for the project and responsibilities of the ITA. The form titled 'Compliance with the Town of Amherst's General Bylaw 3.55 - Responsible Employer: Public Construction Contracts' must be completed and accompany the bid. All proposals must also include a signed copy of the following: non-collusion form, tax compliance certificate, certificate of authority, and bid pricing form. The Awarding Authority reserves the right to reject any or all bids, in whole or in part, and to waive informalities, when at its sole discretion is deemed to be in the best interests of the Town and to the extent permitted by law.
