The City of Berry Hill, Tennessee ("City") is issuing this Request for Proposals ("RFP") soliciting qualified proposals to provide the City with an improved and expanded public park including a new community building, stage, and outdoor performance venue at Columbine Park, located at the intersection of Columbine Place and East Iris Drive, in Berry Hill. Proposed renovations to the Park include upgraded infrastructure and the addition of a new, state-of-the-art, approximately 1,400 square foot multipurpose community building, stage, and outdoor performance venue to support the creative arts, music, and entrepreneurial culture rooted in the City of Berry Hill and to provide meeting space for governmental and community meetings. Monday, February 26, 2024 Questions emailed to RFP@berryhilltn.net by 6pm CST Monday, March 11, 2024 Answers to all questions batch emailed back to all respondents The City is issuing this RFP to select qualified donors, sponsors and/or operators to develop, construct and operate the new facility. Possible proposed uses may include, but are not limited to: Event Uses (such as album release parties, corporate events, holiday parties, etc.) Audio Visual & Streaming Uses (such as recorded streaming, podcasting, music video filming, etc.) Community Uses (such as concerts, writers' nights, City-sponsored events, etc.) Educational Uses (such as music classes, lunch & learns, industry symposiums, etc.) Governmental Uses (such as City meetings and community meetings) Regardless of proposed uses, certain ground rules apply. Following completion of the construction, the City will continue to own Columbine Park and any improvements. The proposal should identify how the facility will be made available for public uses and community uses. However, every proposed use does not have to have a public use component. Respondents may, and are encouraged to, generate revenue from their proposed use(s) of this facility. The new facility will be constructed at no cost to the City. The City would prefer the facility be maintained by the proposer. The City anticipates awarding the RFP to the qualified, responsive and responsible respondent whose proposal is the most advantageous to the City, unless all submissions are rejected as indicated as below. Proposals will be evaluated on a combination of factors. These factors are outlined in the "Proposal Evaluation Criteria." In addition to other rights and reservations, the City reserves the rights to: Reject any offers submitted Request additional information Award to multiple winners or no winners Change deadlines, suspend, or cancel at anytime Introduce second round or final interview round Negotiate the final agreement with the winning respondent Review and approve all final plans and specifications for construction The City shall not be liable for any costs incurred or associated by submitting a response to this RFP. Prior to the execution of the contract for development services, the respondent shall provide proof of current Commercial General Liability Insurance ($2,000,000 minimum), Employer's Liability Insurance ($2,000,000 minimum), and Workers Compensation Insurance as required by law. If awarded a contract, the respondent will agree to name the City of Berry Hill as an additional insured on all commercial or comprehensive general liability policies for the duration of the contract. Additionally, respondent shall state that a thirty-day notice of prior cancellation or change will be provided to the City. This insurance requirement only applies to responses for management services and does not apply to responses for sponsorship only.
