The City of Oxnard invites proposals from qualified contractors to conduct pavement inspection of all city streets, alleyways and parking lots and assignment of a Pavement Condition Index (PCI) and update the data base. The City has approximately 375 miles of streets and 65 miles of alleys. Historically, inspection of the streets has been on a three (3) year rotation with 1/3 of residential streets and alleys inspected each year and 100% of arterials inspected each year. This project includes inspecting 100% of City streets, alleys and parking lots, updating the pavement management system, and developing a streets master plan and a 5 year CIP plan. The scope of services for this project includes providing all necessary pavement engineering services to update the City's pavement management system (PMS) including, but not limited to evaluating the condition of City streets and alleys, updating PMS software(Street Saver) and graphical information systems (GIS) products, evaluating street maintenance and repair techniques, and developing a street maintenance capital improvement plan.
