As of September 11, 2024, this is a sources-sought notice that is used by the owner for market research information only. At this time, it is not known when another solicitation will be issued or when an award will be made. .............. Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is conducting market research to identify qualified and responsible sources that may be interested in a potential future procurement. This sources sought notice is issued for informational and planning purposes only and does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), or Request for Proposal (RFP). This sources sought is not a commitment by the Government to issue a solicitation or award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse any costs associated with response to this notice. Information submitted in response to this sources sought will become the property of the United State Government. This Sources Sought is being conducted to identify potential United States (US) businesses that may possess the expertise, capabilities, and experience to fulfill requirements for the Innovation and Experimentation Modular Lab. If pricing information is provided based upon this request, it will be solely used for market research and will not be used in any binding form to the Government. The Government reserves the right to follow up on a one-on-one basis with respondents to gain additional information or clarity about information submitted. A. Objective Responses to this sources sought notice will be utilized to determine if there are multiple sources capable of performing this requirement. Responses will further be utilized to determine if Small Business set-aside opportunities exist. All Small Business set-aside categories will be considered under North American Industry Classification System (NAICS) code 236220 Prefabricated Metal Building and Component Manufacturing or 332311 Prefabricated Metal Building and Component Manufacturing. In accordance with FAR 52.219-14, Limitations on Subcontracting, Small Business concerns are reminded that in performance of contracts awarded under small business set-aside procedures, at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. It is requested that all interested large and small business concerns including but not limited to HUBZone, 8(a) Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB) and Service Disabled Veteran Owned Small Businesses (SDVOSB), respond with a Capability Statement of a maximum of 10 pages that demonstrates the interested party's capability to perform the requirements. Interested small business concerns must identify their small business socio-economic categories under both NAICS codes. Complete written responses to this Sources Sought should include the following information: 1) Company name; 2) Company address; 3) Point of Contact; 4) Telephone Number; 5) E-mail address; 6) Company Cage Code; 7) Web page address; 8) Estimated Cost Order of Magnitude (ex.5-10 million, 10-15 million, 15-20 million, etc.); 9) Business Socio-Economic Category under both NAICS Codes. Questions concerning this Sources Sought shall be directed to: Jeremy Beckett Contract Specialist jeremy.r.beckett.civ@us.navy.mil B. General Requirements This Sources Sought outlines the minimum requirement for the Innovation and Experimentation Lab: Approximately 13,350 SF Modular Kit: This space will be home to 46 different rooms (conference rooms, office spaces, lab space, communication rooms, and common areas). Intelligence Community Directive (ICD) 705 Spaces: Approximately 8,650 SF of the modular space will consist of ICD-705 spaces that must adhere to security requirements set forth within the ICD-705. The spaces modular panels will be true floor to true ceiling and have an RF shielding decibel (db) rating of -80 and a Sound Transmission Class (STC) rating of 50. We understand that lab rating and finished in-place product ratings are different, in this case the finished product rating is required to be -80 for RF and 50 for STC. RF & sound testing (ASTM) will be required to show proof that the desired rating was reached for the entirety of the space. HVAC vents/ducting & utilities will be installed in a way that complies with TEMPEST requirements (power filters, dielectric breaks, etc.) The ICD-705 space will have a fully operational Intrusion Detection System (IDS). The IDS system will be required to be installed to meet Underwriters Laboratories (UL) 2050 and provide a certification stating such. The IDS will have High Security Sensor (HSS) sensors on all perimeter doors within this facility, it will also be required to have 360-degree motion sensors within 3 feet of any entrance to the space. The IDS Premise Control Unit (PCU) will be housed within ICD-705 space (in comm room). Primary (main entry) doors to the space must meet the -80 db RF rating and be STC 50. Primary doors must be equipped with a deadbolt meeting FF-L-2890, have a combination lock meeting FF-L-2740 & be equipped with a by-pass keyway. Emergency egress doors must meet the -80 db RF rating and be STC 50. They will also be equipped emergency egress device with a deadbolt configuration meeting the most current version of Federal Specification FFL-2890 for exit only door use. Emergency exit doors must also have a 24/7 locally annunciated alarm. No exterior hardware is authorized for emergency exit doors. All perimeter doors (primary & emergency) must be equipped with automatic non-hold door closers installed on the inside of the door. Hinge pins that are accessible form outside must be equipped in a way that prevents removal of door. All internal non-perimeter doors will meet a STC rating of 50. A set of rolling (colored) lights will be installed throughout this space and be controlled from the front of the space. Open Secret Storage Spaces (OSS): Approximately 2,750 SF of the modular space will consist of OSS spaces and must adhere to the security requirements of the SECNAV M-5510.36. This space is not required to have an RF rating, but it is required to be true floor to true ceiling and be built to meet an STC rating of 50. This space will be equipped with its own IDS system. The IDS system will be installed in accordance with the above stated manual. Primary & emergency doors will have level II HSS installed on them. There will be a motion sensor installed within 3 feet of the primary entry & emergency exit doors. The PCU will be located within the OSS space (in comm room). A set of rolling (colored) lights will be installed throughout this space and be controlled from the front of the space. The HVAC and power system will be built to the SECNAV M-5510.36 specs for classified space. Unclassified Common Spaces: Approximately 1,950 SF of the modular space will consist of Unclassified Common Spaces including a common area, restroom facilities, kitchenette/breakroom, electrical and mechanical rooms, & a Counterfeit material Prevention Program (CMPP) laboratory. These spaces do not need to meet any STC rating. Entire Space: The entire space will have an ICD-705 compliant Access Control System (ACS) that services all spaces within the facility (unclassified space minus the front door do not require card readers), the brain of this system must sit within the ICD-705 space. The access control transmission lines must be protected by 128-bit encryption/FIPS 140. All card readers that are not within a secure area (ICD-705 & OSS) must be protected using an anti-tamper device. This automated system must incorporate two verification methods (biometric, badge, personal pin). The facility will also employ the use of a Closed-Circuit Television (CCTV) system with a Digital Video Recorder (DVR) that has the ability to record and store data for 30 days. The systems brain will be protected and housed within the ICD-705 space. All transmission lines external to the ICD-705 space shall be installed to prevent tampering. Cameras should be placed on the exterior of the facility pointing at all emergency exits, the main entry to the modular facility, the entry door to the OSS space and the entry door to the ICD-705 space. The DVR & CCTV system needs to be able to allow for the customer to customize what feeds are being shown on individual on monitors. Monitors that display the camera feeds will be placed within four areas in the ICD-705 space and one area within the OSS space. The modular lab will be designed to be installed inside a warehouse facility at Naval Base Ventura County located at Port Hueneme, California. The modular lab installation must adhere to Federal, State and local laws regarding modular spaces. C. Requested Information 1. Interested parties shall respond by specifying if they have current commercial products available that expressly meet the parameters listed in Section B. Interested Parties may include item brochure information with their response. 2. Describe capabilities and experience in manufacturing modular spaces with the security requirements listed in Section B. 3. If possible, demonstrate ability and experience in the manufacture of the same or similar components, which are currently utilized in the commercial or military environment by providing the following information on the same or similar type modular labs: a) Contract Number b) Procuring Agency c) Contract Value d) Number of assets procured 4. Provide separate estimated timelines for proposal development, design, fabrication/manufacturing, and installation with regard to the requirements of this effort. 5. Provide information and capabilities demonstrating your ability to meet the RF shielding db rating of -80 and a STC rating of 50. 6. Provide overall feedback regarding the requirements to include, but not limited to potential issues. D. Responses Responses to this Sources Sought are due no later than 4:00 PM Pacific Standard Time (PST) on Friday, 1 March 2024.
