This Invitation to Bid (ITB) is being issued by the Contra Costa Water District (CCWD) for vendors and/or firms interested in Water Treatment Solids Disposal Services. CCWD is seeking a Facility that accepts dried solids generated during the drinking potable water treatment process (non-hazardous material). Bids received after the due date and time will be returned unopened and deemed unresponsive. This service is for a two (2) year base period beginning Fiscal Year 25 (FY25) beginning July 1, 2024 through June 30, 2026; with two (2) one (1) year priced options for FY27 (Option 1) begining July 1, 2026 ending June 30, 2027 and for FY28 (Option 2) beginning July 1, 2027 through June 30, 2028. CCWD specifically reserves the right to reject any or all bids, to make any awards or any rejections in what it alone considers to be in the best interest of CCWD, and to waive any irregularities in the bids. CCWD does not obligate itself to accept the lowest bid and specifically reserves the right to reject any or all bids or CCWD will accept any bid or combination of bids considered most favorable. CCWD has initiated an insurance compliance program. This program requires all companies providing products and services to CCWD to have in place insurance coverage prior to the issuance of any contract. Once the most responsive response has been established, that vendor will have until 15 days after selection, to provide all required insurance documents per the samples provided and register with CCWD's insurance compliance tracking system, MyCOI. Failure to provide this insurance documentation will result in CCWD considering this bid or response to be unresponsive. Business licenses will be verified with the issuing agencies and references will be checked. CCWD reserves the right to hire a primary and secondary contractor in the event the primary contractor cannot respond in a timely manner. CCWD has included the Bid/Proposal General Provisions (Attachment C) to help explain CCWD's bid and proposal process. Per District Administrative Procedure XII-4 entitled Equal Employment Opportunity; Prohibition of Discrimination, Harassment, Retaliation, and Abusive Conduct, CCWD is an equal employment opportunity employer. The information will be the basis for evaluation of cost between respondents and will be the basis for actual charges for services performed under the terms of this contract. Submission of a bid constitutes acceptance of CCWD's Purchase Order Terms and Conditions (Attachment E). Failure to indicate herewith any exceptions to the Purchase Order Terms and Conditions shall forever waive any such exceptions, see the Bid Gurantee (Attachment D). CCWD does not obligate itself to accept the lowest cost bid or any particular bid, and specifically reserves the right to reject any or all bids, to make any awards or any rejections in what it alone considers to be in the best interest of CCWD, and to waive any irregularities in the bids. Questions concerning Water Treatment Disposal Services should be directed to the CCWD Purchasing Officer at ccwdpurchasingrequests@ccwater.com , referencing ITB# 2501 and must be received by Tuesday, February 27, 2024. Responses to all questions received by the due date will be published on CCWD website as an Addendum to the ITB on Thursday, February 29, 2024. Contra Costa Water District's (CCWD) Randall-Bold Water Treatment Plant (WTP) and Bollman WTP, on an annual basis, generates an estimated 8,000 tons and 3,500 tons of nonhazardous and hazardous solids, respectively. CCWD will pay the disposal fees directly to the disposal facility (Facility). CCWD contracts with hauling service providers to be responsible for hauling dried solids generated at the treatment plants to an approved Facility. CCWD is seeking a Facility that accepts dried solids generated during the drinking potable water treatment process (non-hazardous material). Solids are dried onsite at the treatment plants before hauling at approximately 45 to 50 percent water content. When a sufficient volume of adequately dried solids has accumulated at the Randall-Bold WTP or Bollman WTP sites, CCWD's hauling contractor will load and haul the solids to the Facility. CCWD will comply with California Code of Regulations Title 22 Limits for Hazardous Waste and provide the Facility with the Sampling Standard Operating Procedure for CCWD's Water Treatment Plant Solids Disposal. Before hauling is permitted to the Facility, CCWD will provide the Facility with monitoring results in compliance with Title 22, Section 66261.24(A) Division 4.5, Chapter 11 of the California Code of Regulations (CRR) pertaining to limits for hazardous waste.
