The Class of Work of this Project is Furnishing and Stockpiling. Bids shall be accompanied by a certified check, cashier's check, irrevocable letter of credit or Bid Bond in an amount equal to ten percent (10%) of the total amount of the bid. All bidders must submit a list of their first-tier subcontractors no later than two hours after the time bids are opened. Proposals received after the due date and time will not be considered. Proposals may not be withdrawn after the time set for opening. The value for this contract is estimated to be $200,000 to $300,000.
*The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bidders will be required to submit a prequalification application or furnish proof of prequalification with the Oregon Department of Transportation to the Engineering and Construction office at the address shown above not less than twenty-four hours prior to bid opening as required by ORS 279C.430. The Board of Commissioners reserves the right to reject any or all proposals, to waive technicalities and to award the contract to the lowest responsible bidder. The Board of Commissioners may reject any bid not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause all bids upon a finding that it is in the public interest to do so. Douglas County will require a performance bond and payment bond satisfactory and acceptable to them in the amount of the Contract. The Board of Commissioners will not consider a proposal unless the bidder is registered with the Construction Contractor’s Board or licensed by the State Landscape Contractors Board. Bidders shall comply with the provisions of ORS 279C.800 to 279C.870 pertaining to prevailing wage rates. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. The project does not require a contractor or subcontractor to be licensed under ORS 468A.720 for asbestos abatement. PREVAILING WAGE RATES Bidders shall take into consideration the provisions of ORS 279C.800 to 279C.870 for payment of applicable prevailing wage rates on public works contracts valued over $50,000. All bids must be identified with the bidder's name, address, and "Construction Contractors Board" or the “State Landscape Contractors Board” license number as required by ORS 671.350 on the outside of the sealed bid envelope. The liquidated damages for failure to complete the Work on time required by 00180.50(h) will be $ 500 per Calendar Day *.
