The City of El Cerrito (CITY) is seeking to retain three (3) or more qualified consulting firms (Consultants) to provide on-call engineering and project management services for various projects associated with CITY's Capital Improvement Program (CIP). All Consultants interested in providing these services are invited to submit their Statement of Qualifications (SOQ). The term of the agreement will be three (3) years with an option to extend an additional two (2) years. The work will be assigned on an as-needed basis for various projects and city programs in the City of El Cerrito. They may be discrete, short-term assignments or may be part of larger capital projects or planning projects. This Request for Proposals (RFQ) describes the requirements, selection process, and documentation necessary to submit a responsive Statement of Qualifications (SOQ). The selected Consultants will report to, and operate under, the direction of City of El Cerrito staff, and shall provide the services described below. Services to be provided by the selected Consultants are in some, or all, of the following specialized categories: o Complete Streets Infrastructure o Accessibility Modifications o Pavement Management o Storm Drain Infrastructure o New Development & Redevelopment Stormwater Management and Green Infrastructure o Erosion and Sediment Control/Stormwater Construction Site Control o City Building and Facilities o Park and Landscape Facilities o Private Development Review o Utility Coordination and Permitting o Master Planning and Budgeting Project management and engineering services provided by the selected Consultants may include, but may not be limited to: o Field investigation and data collection o Feasibility evaluation and alternatives analysis o Design development and cost estimating o Preparation of plans, specifications, and estimates o Review and check plans, subdivision and parcel maps, and computations submitted by private developers o Review of engineering and encroachment permits o Review of environmental and engineering reports and proposals o Coordination with utility agencies, consultants, and other public agencies o Organization, participation, and presentations at meetings held by City staff, the City Council, neighborhood groups, and other stakeholders o Preparation of preliminary documents, plans and/or reports including findings and recommendations o Preparation of final documents, plans and/or reports responding to City and other stakeholder comments o Preparation of handouts and graphical displays for public meetings o Management and monitoring of capital improvement projects o Management and monitoring of planning projects o Administration and monitoring of regional, state, and federal grants o Preparation and submittal of Caltrans Local Assistance Procedures documents including invoices o General civil engineering support services as assigned o Preparation of Grant Applications o Staff augmentation services The selected Consultants will be expected to commence services as early as May 27, 2024 after execution of an agreement as described below. Written questions pertaining to this RFQ shall be submitted no later than 10:00 A.M. on Monday, March 11, 2024 to A'shanti Coleman, Public Works Management Assistant at acoleman@ci.elcerrito.ca.us. Responses to questions timely submitted will be answered by addendum posted on the City's website by March 14, 2024. The City will not be bound by any oral representations, clarifications, or changes made to this RFQ unless provided in written addenda form. Consultants shall identify receipt of all addenda in their Transmittal Letter. Late submissions will be rejected. CITY accepts no responsibility for misdirected or lost SOQ submittals. Costs incurred by Consultants in preparing and submitting their proposals for consideration by the City shall not be reimbursed. The method of Contractor Selection has not been Determined at this time.
