The Winterport Water District, Winterport, Maine is requesting Bids for the construction of the following Project: Wastewater Treatment Plant Upgrade Bids for the construction of the Project The Project includes the following Work: Work under this project includes, but is not limited to, all labor, materials, equipment, and incidentals for the upgrade of the Winterport Wastewater Treatment Plant including general conditions and mobilization, temporary construction facilities, demolition and site clearing; structural excavation, trench excavation, ledge excavation and removal; earthwork, backfill, aggregates, stone and compaction; site pavement, rip rap, site restoration, loam and seed; utilities including sewerage, drainage, water distribution and underdrain work; chain link fences; precast concrete wet wells, manholes and catchbasins; slabs, hatches, cast-in-place concrete; masonry and wood framed structures; structural steel, metals, gratings, railings and bollards; rough and finish carpentry, trusses, damp proofing and insulation; roofing and siding; fiberglass and wooden doors and hardware; windows; painting, suspended ceilings, flooring, and building fixtures; and all equipment including mixers, sump pumps, influent, sludge and scum pumps, chemical make down and pumping systems, screw press, conveyor, polymer and alkalinity systems, aeration blowers and enclosures, coarse and fine bubble diffusers, clarifier mechanisms and covers, magnetic and ultrasonic flow meters, SCADA; samplers, process piping, gates, weirs, and valves; expansion joints, pipe hangars and supports; plumbing, heating, and ventilation; electrical wiring, conduit, controls, alarm and instrumentation systems; and all incidentals as required for complete working system and a full plant upgrade. The project must be substantially completed within 730 consecutive calendar days and completed within 760 calendar days after the Notice to Proceed. The Notice to Proceed can be delayed until the Summer of 2024 to accommodate contractor's schedules. Bids are requested for the following Contract: Wastewater Treatment Plant Upgrade Project has an expected duration of 760 days. Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is: Olver Associates Inc. 290 South Main Street P. O. Box 679 Winterport, Maine 04496 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 A.M.- 5:00 P.M., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron, Bid Bond "A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidder's maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions." Agency Not a Party "This contract is expected to be funded in whole or in part by the State of Maine Department of Environmental Protection (DEP) Clean Water State Revolving Loan Fund (CWSRF) program and the Rural Utilities Services (RUS) of USDA and Congressionally Delegated Spending (CDS) funding. Neither the State of Maine nor United States government nor any of its departments, agencies, or employees is or will be a party to this contract." SRF Disadvantaged Business Enterprises Program "The contractor must comply with the Disadvantaged Business Enterprises (DBE) requirements contained in the CWSRF Supplementary Conditions."
