Site work and paving for a civil project in Seward, Alaska. Conceptual plans call for site work for a bridge / tunnel; road / highway; and for paving for a road / highway.

The Kenai Peninsula Borough (KPB) is soliciting proposals from qualified firms to provide professional design services, surveying, and construction administration services for Dieckgraeff Road Design and Culvert Replacement. The award will be made on a "best value" basis; therefore, the Borough reserves the right to award the contract to other than the lowest-priced offeror [320. (b)(2)(iv)]. This project shall be funded in full through the Federal Emergency Management Agency, Disaster Grants - Public Assistance Program, a federal pass-through program, 75% federal / 25% state funding sources, administered by the Alaska Division of Homeland Security & Emergency Management. The full and complete terms and provisions of which shall be incorporated by this reference in the RFP and in the covered transaction. Federal funds for this project are identified by the Assistance Listing Number 97.036 Presidential Disaster Declaration DR-4161-AK PW0027 Final Questions Due : March 12, 2024 Perform initial Geotechnical investigation, Survey & Design : NTP - June 2024 Submit Schematic Design :60 days from NTP Submit Design Development :90 days from NTP Submit 100% Final Construction Documents, Specifications& Cost Estimates -180 days from NTP Construction Phase :October 2024 - June 2025 Any questions regarding this proposal are to be submitted in writing to the Purchasing and Contracting Director by no later than 5:00 PM local time on March 12, 2024. Questions may be submitted through the online questions and answers section of this bid on BidExpress.com, faxed to (907) 714-2373 or emailed to purchasing@kpb.us. The subject line of the email should read: "Questions: RFP 24-009 Dieckgraeff Road and Culvert Rehabilitation Design." Verbal requests for information will not be accepted. Questions or requests for clarification directed to any employee or elected official of the Borough other than the Purchasing and Contracting Director may be grounds for disqualification from the process. All questions will be compiled, answered and distributed to all prospective proposers. Description of Services for Road Design and Culvert Rehabilitation Based on a mutually agreed upon program and budget, Consultant's services shall include but not necessarily be limited to, field design site survey, Geotechnical Investigation, design basis report, permitting, phase design development, construction cost estimate, development of bid ready documents, and services related to the bidding phase. Generally, design will be required to meet the typical road sections and standards of KPB 14.06 Road Standards. ADOT&PF Standard Specifications for Highway Construction 2017 will be the standard specifications used, modified as appropriate by Special Provisions. Project consists of designing and engineering a drainage system that replaces the current culverts on Dieckgraeff Road crossing Japanese Creek and road improvements isolated to the affected area identified in the project location. Project location is Seward Alaska (GIS Coordinates 60.14311 / -149.4463). The project must address repetitive loss, referencing the USACE feasibility study, LiDAR survey work and updated flood hazard analysis and mapping. Currently galvanized culverts include two (2) 48" diameter x 48' and one (1) 144" diameter x 48'exist. It is the intent for the KPB to install a system that allows the proper cleaning/maintenance of the system without major impact to the residents and adjacent slopes. Seasonal high-water events cause scouring and sedimentation in the general vicinity of the culverts. The consequences of these actions have caused the overall channel of the water body to vary and allows for buildup of sedimentation or displacement of culverts, creating repetitive loss The successful consultant will be required to work with local authorities and stakeholders for input on design requirements. The consultant will follow a phased approach to project development as described in the general conditions and this RFP. At the schematic, design development, and construction ready document phase the consultant shall provide a cost estimate performed by a third-party estimator. At any time prior to scheduled closing time for receipt of RFP submittals, any responding firm may withdraw their submittal, either personally or by written request. However, a proposal may not be withdrawn after opening without the written consent of the Borough. The Borough may reject any or all proposals if the mayor determines that it is in the best interest of the Borough and may waive irregularities, other than the requirements for timeliness and manual signature, if the irregularities do not affect the competitive advantage of any proposer. If any proposer has interest in more than one proposal, all proposals in which such proposer has interest shall be rejected. A party who has quoted prices to a Proposer is not thereby disqualified from quoting prices to other Proposers or from submitting a proposal directly for the project. Please note that overnight delivery from the lower 48 states is generally not available. Proposers should anticipate a minimum of two (2) to three (3) days delivery time for express, priority or expedited delivery services. Electronic proposals may also be submitted by following the submission process through BidExpress.com. All proposers planning to submit bids electronically must first register on BidExpress.com and create an Info Tech Digital ID, which is used to digitally sign bids. All proposals must be signed (digitally or manually). A proposal may be signed by: an officer or other agent of a corporate vendor, if authorized to sign contracts on its behalf; a member of a partnership; an owner of a privately-owned vendor; or other agent if properly authorized by a power of attorney or equivalent document. The name and title of the individual(s) signing the proposal must be clearly shown immediately below the signature. The method of Contractor Selection has not been Determined at this time.
