SANITARY SEWER REPLACEMENT AND SPOT REPAIRS CONTRACT The Project includes the following Base Bid Work: The project will consist of removal and replacement of an existing 8-inch sanitary sewer along Circle Drive West and Hillstone Road (Location #1 & #2) within the Boulder Hill Subdivision located within unincorporated Kendall County. In general, the scope of work includes twelve (12) manhole replacements, and approximately +/-1,810 feet of new 8-inch, 10-inch, and 12-inch sanitary sewer for the segment as described above and as shown in the contract plans. The Project will also include various sanitary sewer spot repairs on a total of five (5) pipe segments as shown in the contract plans (Location #3 to #7). Includes HMA pavement patching of disturbed areas Contractors must be shown on the Bidder's Planholder List in order to bid which will be administered by HR Green, Inc. Bidders who submit a sealed Bid must be a Plan Holder of record by the Issuing Office as stated above. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive. Plan Holders are required to provide an e-mail address if they wish to receive addenda and other information electronically. Plan Holders are requested to designate whether they are a prime contractor, subcontractor, or supplier if they want this information posted on the Project Plan Holders List The Fox Metro Water Reclamation District reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 85 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder. The Bid must be accompanied by Bid security made payable to OWNER in an amount of 10% of the Bidder's maximum Bid price. Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/1-12 the "Prevailing Wage Act") as ascertained by the Illinois Department of Labor for Kendall County, Illinois shall be paid for each craft or type of worker needed to execute the contract or to perform such work. If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ a work force that consists of at least 90% Illinois laborers. An "Illinois laborer" is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder's subcontractors Bids submitted by Bidders who do not attend a pre-bid conference may be considered unresponsive and may not be opened.
