On-Call Special Inspections and Tests. PROJECT LOCATIONS: Countywide Sites and Facilities Project Summary: The County of Erie is requesting qualifications and proposals from companies to provide on-call Professional Services including material testing, special inspections services, and reporting in accordance with Chapter 17 of the New York State Uniform Fire Prevention and Building Code, latest edition. Services to be provided are on-call for the Erie County Dept. of Public Works, and/or any other Erie County Department by request. Project locations include Countywide Sites and Facilities. Work may include but is not limited to testing and inspection of work associated with any or all of the following construction specialties; Concrete (cast in place and precast), Structural Steel, Soils, Deep Foundations, Masonry, Spray Fire Restive Materials, Open Web-Steel Joist, Wood Construction, Cold Formed Steel Deck, EIFS, Non-Destructive Testing, and Progress Inspections where applicable. The Consultant selected to provide these services will be awarded an Agreement for a three (3) year term. The County shall have the option, at its sole discretion, to renew this contract for up to two (2) additional one (1) year terms, with no change in the contract price and terms and conditions. The exercise of each option to renew shall be subject to appropriation and /or continuation of funding. The contract will be administered by the Department of Public Works and/or any other Erie County Department by request. It is the intent of the County to obtain Proposals which identify the unit prices for inspection, testing, and laboratory services. If engaged under an Agreement, the County shall reimburse the firm for their costs established by the Consultant on their Bid Form. For consideration the Consultant's must submit the Bid Proposal Form, including Schedule D and Schedule E. The County reserves the right to award an Agreement to a firm other than the firm offering the lowest percentage fee markup. The Agreement resulting from this solicitation, if any, shall be awarded to the highest rated and responsible firm based on the evaluation criteria set forth in this RFQ/RFP. Nothing contained herein shall obligate the County to award an Agreement on the basis of this solicitation. The County reserves the right to award a contract to more than one firm ("Consultant") as it is recognized that different firms have varying levels of expertise. The selected consultant shall exhibit the ability to perform inspection/ testing assignments in a timely manner to allow construction on a given project to not be delayed. SCOPE OF SERVICES The scope of services shall include conducting Special Inspections and Testing as regulated by the applicable Building Code and all applicable references. All testing to include labor, equipment, and materials unless otherwise noted. The consultant selected to provide these services will be awarded an Agreement for a three (3) year term. The County shall have the option, at its sole discretion, to renew this contract for up to two (2) additional one (1) year terms, with no change in contract price terms and conditions. The exercise of each option to renew shall be subject to appropriation and /or continuation of funding. The qualification statements are to be organized in the manner specified within this RFQ/RFP. The qualification statements shall illustrate the Consultants' ability to provide comprehensive Special Inspection and Testing services with strict adherence to applicable standards listed in the code. The Consultant is required to provide within their proposals, all applicable testing services and all inclusive unit prices for each test (Schedule D). Also required in the proposal, the Consultant shall provide all inclusive hourly rates of the personnel which the consultant can provide to perform required services under a specific job title Requests for Information due: February 19, 2024, Close of Business RFP Clarifications/ Addendum February 22, 2024 M/WBE Utilization Plan: A plan shall be submitted with this proposal stating how the firm intends to meet the following criteria: a. The County of Erie has Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) participation goals of 15% MBE and 5% WBE. The County of Erie is committed to M/WBE goals and good faith effort is expected to be put forth to achieve these goals, where applicable. b. Certified Minority Business Enterprise/ Women's Business Enterprise (MBE/WBE) proposers should include the Erie County MBE/WBE Certification letter with their proposal. c. Proposers who operate a Veteran-Owned Business should include the letter indicating their company is 51% or more veteran-owned with their proposal. The method of Contractor Selection has not been Determined at this time.
