SCOPE OF SERVICES: Heating, Ventilation, and Air Conditioning (HVAC) Construction, Retrofit, Maintenance, and/or Repairs services include but is not limited to the following: Design, engineer, permitting, installation of HVAC equipment, sheet metal ductwork, registers, platforms, electrical and plumbing with weather tight penetrations of roofs and walls. All work under this contract will also install complete, fully functional control and energy management systems and startup commissioning with fully completed documentation of all manufacturers startup sheets and inclusive of operation and maintenance (O & M) manuals. Install new or retrofit and/or repair boilers and cooling towers. Incidental related work to HVAC maintenance and installations may include roofing, framing, carpentry, electrical, drywall and painting INTRODUCTION Firms interested in providing as-needed heating, ventilation, and air conditioning (HVAC) construction, retrofit, maintenance, and/or repairs services are invited to submit a Statement of Qualifications (SOQ) to the City of Los Angeles Department of Recreation and Parks (RAP) in response to this Request for Qualifications (RFQ). With over 450 parks under the jurisdiction of RAP, services contracts for as-needed heating, ventilation, and air conditioning (HVAC) construction, retrofit, maintenance, and/or repairs services are critical to maintain facilities and amenities at a high level of safety and in compliance with applicable laws and regulations. RAP requires these services and is unable to provide these services at current staffing levels. These contracts will provide RAP with resources to perform as-needed heating, ventilation, and air conditioning (HVAC) construction, retrofit, maintenance, and/or repairs services projects including providing RAP's Planning, Construction and Maintenance Branch with a means to meet current and future projects requiring these fencing services. The purpose of this RFQ is to pre-select a qualified bench of vendors for as-needed as-needed heating, ventilation, and air conditioning (HVAC) construction, retrofit, maintenance, and/or repairs services. This RFQ is the first of a two-phase procurement process, the second phase being the bid and award of as-needed individual projects and issuance of a Notice to Proceed (NTP) on those projects. Firms pre-qualified under this RFQ will be awarded a pre-qualified contract for a three (3) year term. The pre-qualified contract for as-needed services will have an annual cap not to exceed Seven Million Dollars ($7,000,000). All pre-qualified contractors awarded a contract will compete for projects issued by RAP on an as-needed basis. In order to continue to provide services and to maintain facilities and amenities at a high level of safety and in compliance with applicable laws and regulations, RAP will require the services of firms providing as-needed heating, ventilation, and air conditioning (HVAC) construction, retrofit, maintenance, and/or repairs service. In awarding these as-needed contracts RAP guarantees no minimum compensation. RAP will evaluate the SOQ each firm submits based on the criteria identified herein. RAP will then recommend those respondents deemed both responsive and qualified to the Board of Recreation and Park Commissioners (Board) for a contract award. The Project Qualification Submission Form, located at the end of Attachment I to this RFQ, must clearly articulate a Respondent's work experience delivering the above and similar services. They must contain contact information for references who have agreed to respond to reference checks from RAP. One Project Qualification Submission Form must be used for each qualifying project submitted by the respondent. ORGANIZATIONAL BACKGROUND RAP provides stewardship to more than 16,000 acres of land, and offers extensive recreational, social and cultural programs at over 450 parks located across the City of Los Angeles. RAP maintains and operates a vast recreational infrastructure including hundreds of athletic fields, children's playgrounds, basketball and tennis courts, community and recreation centers, aquatics facilities, senior centers, skate parks, golf courses, museums, dog parks and many other community assets. RAP has a diverse program of festivals and events including but not limited to the Summer Concert Series in Pershing Square, the Lotus Festival, and Summer Light the Nights programs, as well as providing the facilities for various sports leagues. RAP is proud to be one of the City's most comprehensive social service providers, offering an array of diverse, interesting and enriching recreational, educational, and cultural programs that serve youth, adults and seniors. Minimum License / Professional Requirements: Respondents must have and must provide with its response to this RFQ evidence of current licenses and be in good standing with The California State License Board as follows: A C-20 - Warm-Air Heating, Ventilating and Air-Conditioning Contractors License is required. NOTE: A current license, certification and/or registration number and expiration date is required with your response. All California Building Licenses MUST be in good standing at time of RFQ submittal Years in Business: All respondents must have a minimum of ten (10) years of experience and demonstrate the capacity to manage and perform any of the items contained in the aforementioned scope of work. Facsimile Responses or telegraphic modification of any RFQ document will not be considered. The method of Contractor Selection has not been Determined at this time.
