The New York State Education Department (NYSED or "the Department") Office of Accountability is seeking proposals from vendor organizations with demonstrated knowledge, expertise and the capacity to supply consultants that will provide district and school-based technical assistance in Target Districts and schools identified for Comprehensive Support and Improvement (CSI); provide professional development to educational leaders across the state; and help develop capacity for continuous improvement within the field. Target Districts use the Department's technical assistance and continuous improvement resources to complete a District Comprehensive Improvement Plan and any necessary School Comprehensive Education Plans. Description of Services to be Performed Work Statement and Specifications This section of the bid package details the services and products to be acquired. Please note that the contract process also includes general New York State administrative terms and conditions, as well as terms and conditions required by New York State law. These terms and conditions address issues related to both the submission of bids and any subsequent contract; they are included separately in this bid package for your information. Please review all terms and conditions. Mandatory Requirements The eligible bidder must agree to the Mandatory Requirements found below and must submit the Mandatory Requirements Certification Form located in Section 5.) Submission Documents. This required form must be signed by an authorized person. Bids that do not comply with the Mandatory Requirements will be disqualified. 1. The bidder must identify a Project Director by name. The Project Director will be a full-time staff member dedicated to this project and will serve as the lead point of contact with NYSED. 2. The bidder must also identify one (1) part-time Logistics Liaison (at least .5 FTE) who will be responsible for arranging the logistical needs of the vendor and submitting invoices following the contract's protocols. Minority and Women-Owned Business Enterprise (M/WBE) Participation Goals Pursuant to Article 15-A of the New York State Executive Law For purposes of this procurement, NYS Education Department hereby establishes an overall goal of 30% of the total contract amount for M/WBE participation, 17% for Minority-Owned Business Enterprises ("MBE") participation and 13% for Women-Owned Business Enterprises ("WBE") participation based on the current availability of qualified MBEs and WBEs. All bidders must document good faith efforts to provide meaningful participation by MWBEs as subcontractors or suppliers in the performance of this Contract. Minority and Women-Owned Business Enterprise (M/WBE) participation includes any and all services, materials or supplies purchased from New York State certified minority and women-owned firms. Utilization of certified Minority and Women-Owned firms will be applied toward the goals. Bidders can achieve compliance with NYSED's Minority and Women-Owned Business Enterprise goals Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel. NYSED will award one (1) contract pursuant to this RFP. The contract resulting from this RFP will be for a term anticipated to begin September 1, 2024, and to end August 31, 2029. Bidders are required to comply with NYSED's Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals. Questions regarding this request should be identified as Program, Fiscal or M/WBE. A Questions and Answers Summary will be posted to P-12 Competitive Procurement Contracts no later than March 20, 2024. PDF files that are editable and Optical Character Recognition (OCR) searchable are acceptable. Please do not submit the technical or cost proposal as a scanned PDF. Submission documents requiring a signature must be signed using one of the methods listed below, and may be submitted as a Microsoft Office, PDF, or JPG document. A scanned PDF is acceptable for these documents. The following forms of e-signatures are acceptable: a. handwritten signatures on faxed or scanned documents; b. e-signatures that have been authenticated by a third-party digital software, such as DocuSign and Adobe Sign; and c. stored copies of the images of signatures that are placed on a document by copying and pasting or otherwise inserting them into the documents. Unacceptable forms of e-signatures include: a. a typed name, including a signature created by selecting a script or calligraphy font for the typed name of the person "signing." To identify the signer and indicate that the signer understood and intended to agree to the terms of the signed document, the signer will sign beside or provide by email the following attestation: "I agree, and it is my intent, to sign this document by [describe the signature solution used] and by electronically submitting this document to [name of recipient individual or entity]. I understand that my signing and submitting this document is the legal equivalent of having placed my handwritten signature on the submitted document and this attestation. I understand and agree that by electronically signing and submitting this document I am affirming to the truth of the information contained therein." The method of Contractor Selection has not been Determined at this time.
