Furnish and Deliver Steel Sheet Piling and PZ Tee Connectors to Richmond District's South Hill Bridge Crew The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to provide and deliver steel sheet piling and PZ tee connectors, delivered to Richmond District's South Hill Bridge Crew, 3651 Highway 903, Bracey VA 23919. Set-aside in Accordance With the Small Business Enhancement Award Priority Any questions regarding this invitation for bid shall be addressed to Cheryl Lewis at Cheryl.Lewis@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM EST on February 29, 2024. For the purpose of clarification, each firm submitting a Bid is referred to as a "Bidder" and the Bidder awarded the contract to supply the services is referred to as a "Contractor". Virginia Department of Transportation is referred to as "Department" or as "VDOT", and "Representative" refers to the VDOT Contract Administrator who will be administering the contract. This Invitation for Bids states the instructions for submitting bids, the procedure and criteria by which a contract may be awarded, and the contractual terms which will exclusively govern the contract between VDOT and the Contractor. SPECIFICATIONS / CONTRACT REQUIREMENTS: 1. The contractor shall furnish and deliver: - Quantity of Four (4) - PZ Tee Connectors Sheet Piling Accessories - ATSM A572-GR60 - 25 Feet Long. Must be no less than a 25 foot stick. - Quantity of Twenty (20) Sheets, Ten (10) pair, 25 feet long - of PZC18s HR Steel Sheet Piling, no fabrication required - A572-GR60 with 3 inch handling holes. All sheet piling shall come paired together with holes in each end. 2. Unit price shall include delivery 3. All material shall be hot dipped galvanized per VDOT Road and Bridge Specifications 2020 section 233. 4. Delivery shall be made to VDOT South Hill Bridge Crew, 3651 Highway 903, Bracey VA 23919, located in Mecklenburg County. Take Exit 3 of I-85. Location is three quarters of a mile east on Route 903. 5. Delivery shall be Monday through Thursday from 7:00 am to 4:00 pm. with 24-hour notice prior to delivery. Delivery notification shall be made to Kenneth Gee (804) 892-4159 and/or Jordan Lanyon 804-894-2140. 6. All Materials shall be delivered by May 10, 2024. The Commonwealth will make the award(s) on a Grand Total basis to the lowest responsive and responsible bidder that is a DSBSD-certified micro business if such a bid is received, provided that the bid is less than $10,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. Otherwise, award of the contract shall be made to the lowest responsive and responsible bidder that is a DSBSD-certified small business if such a bid is received, provided that the bid is not more than $100,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. If, in the agency's opinion, the criteria in the previous two sentences are not present, then award shall be made to the lowest responsive and responsible bidder of any size, provided the agency in its sole discretion determines that the price is fair and reasonable. If applicable, unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. If cash discount for prompt payment is offered, it must be clearly shown in the space provided. Discounts for early prompt payment will not be considered in making awards. The State reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award. The Commonwealth may make such reasonable investigations as deemed proper and necessary to determine the ability of the bidder to perform the services/furnish the goods and the bidder shall furnish to the Commonwealth all such information and data for this purpose as may be requested. The Commonwealth reserves the right to inspect bidder's physical facilities prior to award to satisfy questions regarding the bidder's capabilities. The Commonwealth further reserves the right to reject any bid if the evidence submitted by, or investigations of, such bidder fails to satisfy the Commonwealth that such bidder is properly qualified to carry out the obligations of the contract and to provide the services and/or furnish the goods contemplated therein.
