The purpose of this amendment is to post answers to questions received. Due date for quotes is NOT extended the due date remains Friday, 4/26 at 3:00pm. ---------------------------------------------------------------------------------------------------------------------------------------- Q1) Will the air separator need to be replaced? A1) Yes, the air separator will need to be replaced with a 2-1/2 model with a high-capacity air vent to prevent a bottleneck of flow. Q2) Can copper pipes be used? A2) Yes, soldering copper 2 ½ piping is acceptable in lieu of using 2 ½ steel. Q3) Is control wiring required? Q4) Yes, as per the last bulled point under misc. consumable to complete the project, please make sure control wiring is included in your quote. This will allow the new piping system to talk to the existing front end. Q4) Are separate strainers for each pump required? A4) Yes, in-line pump detail with components will be installed with separate strainers for each pump so they can be serviced individually and not require a shutdown in the future. Q5) Are ball valves required? A5) Yes, please provide and install two (2) new 2 ball valves to separate the existing heating water system from the new system. Q6) When can work be performed? A6) Work can be performed between 8pm-8am if desired. However, if outside temps are 55-60 degrees at 8am, then completing the work during the day is preferred. Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03. (https://www.acquisition.gov/content/publication-fac-2024-03) This solicitation is 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). Interested SDVOSBs must have current and active registration in the SBA VetCert Database. ( https://veterans.certify.sba.gov) The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 (Plumbing, Heating, & Air Conditioning Contractors), with a small business size standard of $19 million. The Federal Service Code is J047 (Maintenance, Repair, and Rebuilding of Pipe, Tubing, & Hoses). Network Contracting Office 6 (NCO 6) is seeking to hire the services of Plumbing, Heating, and Air Conditioning contractors to upgrade the pipes in the 4th MRI room of the Richmond VA Medical Center. Medical Center 1201 Broad Rock Blvd. Richmond, Virginia 23249 STATEMENT OF WORK New 4th MRI Addition Project # 652-CSI-204 Mechanical Piping Upgrades in the Pump Room -- Project Scope -- GENERAL: Replacement of existing heating piping from 2 to 2 A 1/2 A proposal is requested to furnish all material, labor, equipment, and supervision for the removal of the existing heating water piping serving the in the 4th MRI Pump Room. The following items have been identified to be priced accordingly: The air separator will be replaced with a 2-1/2 model and high-capacity air vent to prevent a bottleneck of flow; The in-line pump detail with components will be installed with separate strainers for each pump so they can be serviced individually and not require a shutdown in the future; Balancing will be completed with the existing to remain HW pump VFD s. New pipe sizes are all 2-1/2 other than transition fittings for the pump inlet/outlets and the A 3/4 piping serving the existing chemical feeder; Replacement of the existing 2 pipe with 2-1/2 piping (approx. 70 lf); Install A 1/2 thread-o-lets for the differential pressure taps on the suction and discharge sides of the pumps; Provide 30-240F thermometers for each pump (2 total) Providing and installing (2) new 2 ball valves to separate the existing heating water system from the new system; Provide new heating water piping insulation to match existing; Add misc. consumables to complete the project Your approach for this work will be to fabricate the new piping for pump systems and arrange for a shut down day to remove the existing piping and install new piping. If reasonable, please plan to perform this work in one 10-hour day during the regular work week for the changeover work. Submission of your response shall be received no later than 3:00PM EDT on Friday, April 26th. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoters shall list exception(s) and rationale for the exception(s), if any. Evaluation Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
