The City of Aurora, Illinois is in need of professional services from a qualified engineering consultant for Phase II Design Engineering Services for the Edgelawn Drive at BNSF Railway Crossing project. As a part of the selection process, the interested consultants are required to submit a Statement of Qualifications (SOQ) to perform the requested work. All questions must be received by 4:00 PM (CST) on Monday March 11, 2024. A response to all questions received will be posted on the City's website by 4:00 PM (CST) on Wednesday March 13, 2024. It is the responsibility of the consultant to ensure they have any pertinent documents from the City's website including addendums. The top ranked consultant will be notified and the final scope and hours will be negotiated. If an agreement cannot be reached with the top ranked consultant, the City will start negotiations with the next highest ranked consultant. The engineering agreement format will be Cost Plus Fixed Fee using the latest version of the BLR 05530 form (Local Public Agency Engineering Services Agreement). Approval of the engineering agreement is subject to approval by the City Council. The City of Aurora reserves the right at any time and for any reason to cancel this consultant procurement process, to reject any or all SOQ's, or to accept an alternative SOQ. The City of Aurora reserves the right to discard any immaterial SOQ. The City and/or staff may seek clarification from a submittal at any time and respond promptly if there is cause for rejection. The City of Aurora will not be liable in any way for any costs incurred by consultants in replying to this request. The project is located in the City of Aurora, IL, Kane County and comes under Railroad right-of-way (Burlington Northern Santa Fe (BNSF)). Edgelawn Drive is a major collector with an Average Daily Traffic (ADT) of approx. 5,050. Edgelawn Drive is a 2-lane section roadway through the railroad tracks and has an east-west trail (Virgil Gilman Trail) crossing just north (approx. 100 ft.) of the railway tracks. The existing speed limit on Edgelawn Drive is 30mph and currently there are no sidewalks or bike paths within the project limits. BNSF currently has one railway track running east-west and is facilitated with warning devices such as mast mounted flashers, gates, crossbucks, bells, advance warning signs & pavement markings. The existing circuitry will need to be upgraded to accommodate the crossing components. The proposed improvements include building a 10-foot-wide asphalt bike path on the east side of Edgelawn Drive across the Railroad tracks, in the BNSF ROW. A portion of the work will also involve extending the multi-use path to connect to Gilman Trail on the north side of railway tracks and to connect to existing paved shoulder south of railway tracks, that sits outside the Railroad ROW. Currently, there are no crossing facilities provided for either pedestrians, bicyclists, or other nonvehicle users to safely cross the tracks. Pedestrians/bicyclists are crossing the tracks, mostly on the east side of Edgelawn Drive or are using the Road to get to other side. To enhance safety, the City is pursuing construction of a multi-use path. Additional improvements include installing Pedestrian RR Gates & Circuitry and Constant Warning Time (CWT) track sensors.
