Demolition, site work, paving and renovation of a mixed-use development in Fairfield, California. Completed plans call for site work for a water / sewer project; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; for the renovation of a playground / park / athletic field; for the demolition of a playground / park / athletic field; and playground / park / athletic field.

Allan Witt Community Park is located at 1741 W Texas St, Fairfield, CA 94533 in the City of Fairfield, Solano County, California. Site Improvements for the PHASE 3 ALL INCLUSIVE PLAYGROUND are on 3 acres of the 42 acre site. The majority of the improvements for this portion of the site are located in the northern portion of the site. The improvement area for Phase 3 is bordered to the north by the Dog Park and to the west by the Aquatics Center. The work generally consists of, but not limited to the following: site demolition, clearing, grading, installation of drainage, water, sewer and electrical utilities, concrete pathways, asphalt road and parking lot, picnic areas,shade shelters, gateway entry arch, play equipment, decomposed granite pavement, ramps, prefabricated restroom building, retaining walls, fencing, landscaping, and irrigation as specified in the Contract Documents, and as directed by the City Engineer. The City has secured the play equipment for this project (see Appendix G). The Citys Purchase Order provides fabrication and delivery of the play equipment, however, the awarded contractor shall be responsible for the scheduling the delivery, storage, and installation of the equipment, as provided in these Contract Documents. Each bid must be in accordance with the provisions of the contract documents now on file with the City Engineer, City of Fairfield, Fairfield, California, which contract documents are incorporated herein by reference and made a part hereof. Bid Guaranty and Bonding Requirements are as follows: (a) a bid guarantee in the amount of 10% of the bid price must be submitted with bid proposal, (b) the successful bidder shall furnish a payment bond and a performance bond in the amount of 100% of total bid price. Proof of compliance with insurance requirements (including certificates of insurance and additional insured endorsements) shall be provided by the successful contractor. Coverage shall be for the following amounts: (a) Commercial General Liability - $3,000,000 each occurrence, $6,000,000 each aggregate, (b) Automobile Liability - $1,000,000 each occurrence, and (c) Workers Compensation/Employers Liability - $1,000,000 each occurrence. For information concerning the proposed work, contact: Caroline Vedder, P.E., Senior Civil Engineer City of Fairfield, Public Works Department 1000 Webster Street Fairfield, CA 94533 (707)428-7484 The Contractor shall perform with his/her own organization, work of a value amounting to not less than fifty (50) percent of the remainder obtained by subtracting from the total original value the sum of any items that may be designated as Specialty Items in the Special Provisions. Pursuant to the California Integrated Waste Management Act of 1989, Assembly Bill, at least 50% of the waste generated from this construction project, as measured by weight, shall be recycled. Whomever is responsible for collecting and transporting waste stored and/or transported in containers, as defined in Chapter 9 of the Fairfield Municipal Code (section 9.030 Defined Terms and Phrases), shall become authorized to do so by entering into a Collection Agreement approved by the City of Fairfield. The collectors and/or haulers of all other waste generated by this project shall not require authorization, but the recycling requirements will still apply and will be monitored for compliance by the City March 26, 2024; Deadline for Bid Questions May 7, 2024: Anticipated Award of a Construction Contract Bidders may mail in their bids to the address below: Bid Proposal Public Works, 3 rd Floor 1000 Webster Street Fairfield, CA 94533 The sealed bid envelope should be enclosed inside the mailed-in envelope. If bidders have a tracking number to mail their bids, please send the tracking number to CIP@fairfield.ca.gov with subject line: Allan Witt Community Park: Phase 3 All Inclusive Playground. Public Works staff shall indicate on the sealed bid the time and date of bid receipt to validate the bid was appropriately received. Bids received after the time and date specified in the Notice to Contractors shall be rejected as invalid. It is solely the bidders responsibility to ensure that bids are received prior to the specified time All public works projects are subject to compliance monitoring and enforcement by the State of California Department of Industrial Relations (DIR). No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the DIR pursuant to Labor Code section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)). Furthermore, no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5 The work shall be completed within 120 working days after the date of written notice to proceed.
