This is a SOURCES SOUGHT NOTICE in support of the Canandaigua and Bath VA Medical Center in Canandaigua, NY and Bath, NY, respectively for market research purposes only to determine the availability of potential businesses with capabilities to provide the requirement described below. Potential offerors are invited to provide feedback via e-mail to Lisa.Harris4@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by March 11, 2024 at 14:00 EDT. Potential contractors shall provide, at a minimum, the following information: 1) Company name, address, and point of contact, phone number, e-mail address, and SAM ID. 2) Anticipated North American Industry Classification System (NAICS) code is 238220: Plumbing, Heating, and Air-Conditioning Contractors. If you believe a different NAICS is more appropriate, please indicate with your response. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals, or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent of the VA to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Contracting Opportunities website located at SAM.gov. DESCRIPTION OF THE REQUIREMENT: Boiler Plant Preventative Maintenance and Inspection GENERAL REQUIREMENTS: Introduction: The Department of Veterans Affairs Canandaigua Medical Center (VAMC) and Bath Veterans Affairs Canandaigua Medical Center (VAMC) requires a preventative maintenance and inspection service agreement for its Boiler Plant Preventative Maintenance and Inspections. Place(s) of Performance: VAMC Canandaigua 400 Ft Hill Ave Canandaigua, NY 14424 VAMC Bath 76 Veterans Ave Bath, NY 14810 Background: The Contractor shall provide management, supervision, labor, parts, materials, tools, incidental engineering services, and transportation necessary to perform maintenance, calibrations, testing, and component replacement to keep the Boiler Controls, safety devices, and equipment in compliance as outlined in the VHA Directive 1810 D, revised January 4th, 2023. This includes Semi-annual boiler combustion tuning, Semi-annual transmitter calibrations, Semi-annual Required Inspections & Operational Tests (RIOT) as specified in the Boiler Efficiency Institute 7th edition Manual. Performance Period and Delivery Date: Services are anticipated to be performed during May and November of the contract year. Work shall be performed during the business hours of: 8:00 am 4:30 pm Monday Friday (excluding Federal Holidays). II. WORK REQUIREMENTS: The contractor shall perform all boiler and associated boiler plant device testing as specified in the Boiler Efficiency Institute 7th edition Manual and VHA Directive 1810 D, revised January 4th, 2023. This includes but is not limited to: Water level controls. Pressure Containment. Fuel Train Safety Devices. Burner and Air Train Safety Devices. Contractor shall supply Combustion Reports from Analyzer. III. TRAINING: The contractor shall ensure all Technicians involved with Boiler Plant inspection, testing, and preventative maintenance shall have essential system qualifications and experience (at least 5 years). Contractor shall ensure all certificates, licenses, and permits are kept current and valid. Associated training, licensing and certifications expenses be paid by the Contractor. IV. ADDITIONAL REQUIREMENTS: Any deficiencies found during service will be reported on the spot to the Boiler Plant Supervisor. However, all repairs will be performed outside of this contract with separate funding. The vendor shall perform preventative maintenance, inspection, and testing on all listed equipment: Canandaigua VAMC: (3) Keeler Water Tube Boilers, (13) Invensys-Foxboro Analog Steam Flowmeters. Bath VAMC: (3) Cleaver Brooks Water Tube Boilers, (13) Invensys-Foxboro Analog Steam Flowmeters.
