The City of Newport Beach is soliciting for proposals to select qualified firms to provide comprehensive traffic count services on an as-needed basis for an estimated three (3) to five (5) year term, with an intended contract amount of $120,000. The City may elect to contract with multiple firms and/or set different contract values and terms. Due to the as-need nature of this contract, no work is guaranteed, even if awarded. These terms are subject to change and approval by the City of Newport Beach The scope, work schedule, and fee for each task will be negotiated on a project-by-project basis. A simple-formatted letter proposal will be requested for each task. The City reserves the right to not accept the Consultants scope and fee. The following is a list of traffic count services that may be required: - 24-hour Daily Counts (Average Daily Traffic) - Speed Counts (two directions) - License Plate Survey (per hour) - Intersection Turning Movement Counts (per hour) - Pedestrian and Bicycle Counts (per hour) - Parking Occupancy Surveys (per hour) - Video Data Collection (per hour) - Other traffic count survey related tasks, as necessary Additionally, Proposers Fee Schedules shall be electronically submitted in a separate file The City is not responsible for and accepts no liability in the event a response is late due to any network, internet, or any other technical problem or interruption. It is the responsibility of the Proposer to ensure that their Proposal is received before the stated deadline. Staff may be contacted at (949) 644-3080 to verify receipt of proposals. The City of Newport Beach is a charter city governed by an elected, seven-member City Council and incorporated under California law in 1906. The City is located in the County of Orange and serves a population of approximately 86,000 people. The City area covers approximately:26 square miles of land, 23 square miles of ocean, 1.25 square miles of bay, and 1.25 square miles of harbor waters for a total of 51.5 square miles. It operates under the Council-Manager form of government. Newport Beach is a full service city that provides its residents with nearly all public services, including police, fire, water, sewer service, trash collection libraries, street maintenance, traffic management, parks, and marine safety. The City is organized into ten (10) major service departments: Community Development, Finance, Fire, Harbor, Human Resources, Library Services, Police, Public Works, Recreation & Senior Services, and Utilities; and three executive departments that include the City Manager, City Attorney, and City Clerk. The Public Works Department is responsible for managing a comprehensive and ambitious improvement program designed to meet the current and future needs of the community and to protect the City's physical and natural assets. Capital projects include improvements to the City's roads, intersections, bridges, sidewalks, storm drains, traffic signals, water quality and environmental features, piers, water and sewer systems, streetlighting, public buildings and parks. Prior to the RFP submission deadline questions may arise regarding the scope of services and procedural or administrative matters. By March 26, 2024 at 5:00 PM. All questions pertaining to this RFP shall be directed to the RFP Administrator Electronically. Responses to questions will be compiled and distributed to all prospective proposers via an Addendum to this RFP. Changes to the RFP itself shall only be made by the City via formal written addenda. Addenda will be published via Electronically. All addenda shall become a part of the RFP document requiring response by the proposer where indicated. Review of Proposals by Review Panel: April/May 2024 Anticipated Contract Award: June/July 2024 Pre-Bid Meeting:No Any proposal that is not received by the Citys RFP Administrator prior to the deadline date and time set forth in this RFP shall not be considered. The City assumes no responsibility or liability for the transmission, delay, or delivery of a proposal by either public or private carriers. The City reserves the right to: (1) Accept or reject any and all proposals or any part of any proposal, and to waive minor defects or technicalities in such; (2) Request clarification of any information contained in a proposal; (3) Solicit new proposals on the same project, or on a modified project, which may include portions of the original RFP as the City may deem necessary; (4) Disregard all nonconforming, non-responsive, or conditional proposals, (5) Reject the response of any proposer who does not pass the evaluation to the Citys satisfaction, (6) Allow for the correction of errors and/or omissions; (7) Select the proposal that will best meet the needs of the City, and (8) Negotiate service contract and terms with the successful Proposer.
