Contact Info Kevin Pekar 949-644-3069 kpekar@newportbeachca.gov Q&A Deadline 04/03/2024 3:00 PM (PDT) Contractor shall provide as-needed athletic and recreational field services to address various projects related to maintenance and renovation of youth sports fields. Furnish all labor, equipment, materials, and supervision to provide athletic and recreational field services on an as-needed basis at various facilities, parks, and worksites located throughout the City. Services shall include, but not be limited to: - Remove and install sod; - Aerate/dethatch/verticut field/park areas; - Fertilize fields based on City specifications; - Mow grass; - Dispose of debris - Apply City-approved seed and top-dress; and - Apply greens sand and athletic mixes, and level areas per City requests. - Installation of field closure signage - Traffic Control as needed Award of a five-year on-call maintenance agreement shall be awarded to lowest responsible bidder based on the lowest Base Bid amount. Lowest Base Bid amount consists of the items necessary to renovate a standard City sports/recreational field. On-call agreement compensation limits and terms shall be subject to City and City Council discretion and award. (As this is for on-call/as-needed work, no work is guaranteed, even if awarded.) Bidders must possess a minimum of 10 years of experience doing field renovation work. Bidders with no field renovation experience for an Orange County coastal agency shall be considered non-responsive. Bidders who have not been awarded contracts valued at over $500,000 dollars shall be considered non-responsive. Bidders shall provide three (3) current municipal references, which, when checked, will need a minimum "B grade", or shall be considered non-responsible. Other Details Department of Industrial Relations (DIR) Noticing: No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Notes ORIGINAL SEALED COPY OF BIDDERS BOND MUST BE SUBMITTED TO THE CITY CLERK PRIOR TO BID OPENING DATE. All responses for this Bid are due at or before the time shown on each Notice Inviting Bids. Late responses will not be accepted. Hard copy responses of Submittals WILL NOT be accepted. The City is not responsible for and accepts no liability in the event a response is late due to any network, internet, or any other technical problem or interruption. Cash, certified check or cashier's check (sum not less than 10 percent of the total bid price) may be received in lieu of the BIDDER'S BOND. The title of the project and the words "Sealed Bid" shall be clearly marked on the outside of the envelope containing the documents. Original copies must be submitted to the City Clerk's Office.
