Renovation of a municipal facility in Rock Island, Illinois. Conceptual plans call for the renovation of a municipal facility.

The City is hereby requesting proposals from qualified developers, businesses, and non-profit organizations with an interest in taking over ownership and/or management of the building. The City is open-minded in potential uses so long as they are reasonably compatible with the downtown business zoning district (B2). The building could be used as a performance hall, makers space, art gallery, retail store, office flex-space, small specialty manufacturing or crafting work space, movie theater, event venue, beer hall, or the building could be maintained as it is now with the present tenants. Creative concepts that contribute to the vibrancy and vitality of downtown are preferred. Proposals to purchase the building should include a sale price determined by a third-party appraisal. However, if the proposed use offers a significant non-profit oriented community benefit the City will consider a reduced sale price. A reduced price may also be considered as part of a for-profit proposal if it reasonably functions as a financial incentive for redevelopment. Further, proposals where the City retains ownership but leases to a tenant will be considered if the community benefit justifies it. In such proposals, it is expected that the tenant will pay a market-rate rent to the City that will adequately cover building maintenance costs and other similar expenses. A walk-through of the property shall be required prior to submittal. Walk-throughs shall be arranged by the CED Department and coordinated primarily by the Building Official. Responses will include a detailed explanation of the proposed redevelopment project and an associated business plan. Cost estimates, a proposed sale price, and other relevant financial information should also be included. Proposals must contain a description of the respondent's experience with similar projects. It should also identify the personnel who would work on the project and their respective levels of experience.
