Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.

The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 3907 29th Street. This owner-occupied property will be undergoing rehabilitation using Housing and American Rescue Plan Act (ARPA) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Scope of Work The bidder shall submit a project plan using the design standards below that is in compliance with all applicable ARPA, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. This project will require a panel swap out and meter socket put on the exterior of the home. Install a new 100-amp breaker panel with enough spaces to accept what's in the existing with a few open spaces incase circuits need separated or added. The will be GFCI needed in bath room and Kitchen. Clean up the electrical in the basement in the panel location and in the kitchen. A Receptacle needs to be added in the kitchen per homeowner's request. There is loose piece of Romex in the kitchen needing to be addressed. Install smoker/co2 throughout the house with 10-year lithium battery. Remove the toilet in the upstairs bathroom. The flooring looks to be in good shape no rot or water damage. However the flange appears to be broken and allowing the toilet to rock. Repair flange and new wax ring, then reinstall the toilet. Replace all the cast-iron waste lines and vents in the basement with PVC. Some of the existing lines will need to be reconfigured to pass inspection. Remove drain in the basement floor and install a new one with a back-flow preventer. The current one has been stuck and then modified to let water go through. Plumbing and Electrical permit required before work begins. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged.
