Site work, paving and new construction of a mixed-use development in Eloy, Arizona. Conceptual plans call for the construction of a residential development; retail development; for site work for a residential development; retail development; road / highway; and for paving for a road / highway.

The City of Eloy Arizona is now accepting expressions of interest for the acquisition and development of slightly less than 80 acres located on the west side of 11 Mile Corner Rd., north side of Houser Rd., and south of Shedd Rd, (See exhibit "A".) The City envisions this site being developed as a Mixed-use project with a combination of residential, and a commercial/retail element. However, if a developer or development team submits a plan with a scale that makes sense and is deemed as a benefit to the overall vision for the site, it will be welcomed. This is being allowed in an effort to not stifle creative thought on the behalf of the developer or development team. The City of Eloy currently owns the subject property. For this project to be successful there are several infrastructural and planning demands that the developer or development team will have to undertake including: The re-alignment of Houser Rd. west of 11 Mile Corner Rd. and installation of a 4-way traffic light. The installation of a wastewater lift station at the northwestern corner of the 80-acre site to pump waste to our wastewater treatment facility. Rezoning of the property. Record a plat map, in escrow and create three separate lots for the proposed build to rent, apartment, and commercial/retail component. Payment of an agreed upon purchase price no less than the appraisal for the land as it stands recently completed by the City of Eloy. The mutual development of a development agreement which will include among other items the inclusion of a provision that allows for the City to repurchase the land for the amount paid in the event that no progress toward the City's goals for the property are met with an agreed amount of time also stated in the development agreement. Outside of these improvements, the City of Eloy will commit to paving Houser Rd. from 11 Mile Corner Rd. to Highway-87. All proposals will be evaluated by a selection committee which will develop a short list of interested parties. Once the proposals are evaluated and the top three firms/teams selected each will be invited to present their concepts in person at the Eloy City Hall, the actual date is yet to be determined. Each firm will be allowed 45 minutes to present their proposal. Following the interview, the proposals will be once again ranked and each will be contacted with the results. Finally, negotiations for a real estate purchase agreement and development agreement will begin with the selected firm. The final agreements will be subject to approval by the City Council at the next available City Council meeting.
