Site work for a water / sewer project in Mountain View, California. Completed plans call for site work for a water / sewer project.
The work to be performed under this contract consists of the following project elements: 1. Selective demolition of existing electrical and instrumentation materials and equipment, including existing variable frequency drive (VFD) interior equipment, and salvage of wiring, conduits, and enclosures for new installation. 2. Pump Station Electrical Improvements: Replacement of three (3) one hundred fifty (150) horsepower VFDs using existing VFD enclosure. Replacement of one (1) forty (40) horsepower VFD using existing VFD enclosure. Replacement of remote telemetry unit (RTU) panel. Installation of new conduits, wiring, and junction boxes as necessary. 3. Instrumentation, Control, and Supervisory Control and Data Acquisition (SCADA) System: Migration of existing programmable logic controller (PLC) programming to new RTU panel PLC. Supplier shall integrate all process equipment into a PLC-based process control system designed to communicate with SCADA via a wired control system. Instrumentation and equipment will be delivered factory-integrated and tested. 4. Factory acceptance testing (FAT), site acceptance testing (SAT), performance testing, and compliance. 5. Liquidated Damages: If required, it is agreed by the Vendor that if the goods or services are not delivered complete, as called for in this Proposal, damages will be sustained by the City, and that it is and will be impracticable and extremely difficult to ascertain and determine the actual damage which the City will sustain in the event of and by reason of such delay; and it is, therefore, agreed that the Vendor will pay to the City the sum of Three Hundred Fifty Dollars ($350) per day for each and every calendar day delay in finishing the work in excess of the number of working or calendar days prescribed or in excess of the date specified for completion or delivery of the goods or services, whichever is applicable in this Proposal; and the Vendor agrees to pay said liquidated damages as herein provided; and in case the same is not paid, the Vendor agrees that the City may deduct the amount thereof from any moneys due or that may become due to the Vendor under this Proposal. Partial payments paid to the Vendor after the scheduled completion dates shall not be constituted as a waiver of the City's right to assess liquidated damages. Owner Rights: The City reserves the right to reject any and all bids or to waive any errors, discrepancies, or irregularities. The bid will be awarded at the discretion of the City Manager or designee (formal bids) or Purchasing Agent (all other bids) on an item-by-item basis or in any fashion that best meets the needs of the City. All blanks for unit prices must be completed. Bond Notes: The Vendor agrees to post a Faithful Performance Bond and a Payment bond for Labor and Material, or other guarantees, in the amount of the Purchase Order upon bond forms provided by City, guarantying the performance of the terms of this Agreement. The surety issuing bonds for the Vendor shall be approved by the U.S. Department of Treasury's Financial Management Service and shall be listed on the most current Treasury Circular 570 as contained in the Federal Register.
