The Tuolumne Utilities District (District) invites submission of a Statement of Qualifications(SOQ), Project Proposal, and Design Fee Proposal to provide Design-Build (DB) services for the Progressive Design-Build delivery of the Sierra Pines Regional Water Treatment Facility ("the Project"). This procurement is a hybrid one-step process that satisfies the requirements of California Public Contracting Code (PCC) Section 22172. Prospective DB teams shall submit a SOQ, Project Proposal, and Design Fee Proposal at the same time but in three separate envelopes. This RFQ and RFP contains minimum qualifications for Prospective DB teams to reference when evaluating eligibility to submit a Proposal. The District ultimately has sole discretion over establishing eligibility to submit a Proposal for the Project. The estimated budget for the design and construction of the Project facilities and as further set forth in Attachment B, Exhibit A, Scope of Work is currently between $55 million and $65 million. This estimate includes all soft costs, design, construction, startup, and closeout. *The value for this project is based on a financial range.
