Site work and new construction of a warehouse / distribution facility in Woodstock, Virginia. Completed plans call for the construction of a warehouse / distribution facility; and for site work for a warehouse / distribution facility.

All work shall be performed in a workmen-like manner for a value of: Six Hundred Twenty-four Thousand, Eight Hundred Dollars $ 624,800.00 Shenandoah County, Virginia (the "County") hereby provides notice pursuant to the Public-Private Education Facilities and Infrastructure Act of 2002 (the "PPEA") and the County's Guidelines for Consideration of Proposals Pursuant to the PPEA that it has accepted for consideration an unsolicited proposal from Lantz Construction Co. of Winchester, Inc., for the design and construction of a vehicle and equipment storage structure (the "Project") at 810 North Main Street in Woodstock, Virginia. A copy of Lantz's unsolicited proposal for the Project has been posted on the County's website. All proposals and inquiries for information should be submitted in writing and directed to: Mandy R. Belyea, Deputy County Administrator 600 North Main Street, Suite 102 Woodstock, Virginia 22664 mbelyea@shenandoahcountyva.us Please let this letter be accepted as LCW's response to your team's questions, verifications and suggested price adjustments sent to LCW, via e-mail on 12/11/2023. Please note that a copy of these comments are attached as well as a revised proposal with additive alternatives to achieve the best base cost proposal. Items for Verification: #1 - The proposed design fully conforms to the current Virginia Construction Code and the current International Building Code for Class IV "Essential Facilities" and that the wind, seismic and snow loads are in accordance with these codes as well as local minimum standards. The Building Design also meets the Building Energy Envelope Standards as required by the State of Virginia. #2/#3 - The Proposal includes professional Civil Engineering and Storm Water Management Design meeting the requirements of the Town of Woodstock Planning & Zoning Department. Engineering, review and permit fees, as well as plan reproduction costs are included in this proposal. #4 - It is understood that rock removal will be calculated by "in ground" volume not "excavated" volume when formulating extra costs for rock removal, if encountered. See revised proposal for additional description and proposed unit costs for this additional work. #5 - Snow guards are not included in this proposal at this time, however, extra gutter strapping for additional gutter support is included in this proposal. If snow guards are requested a continuous snow rail/fence system would have to be installed to maintain all warranties on the CFR standing seam roof system. See the revised proposal for the additive cost for the installation of a two rail snow guard system. #6 - The current design provides for an eight (8) inch concrete slab {3500 psi), reinforced with a single rebar mat in bays 1 & 4. This allows for an 800 psf distributed load and a 30,000-pound axle load. The interior bays (2 & 3) are currently designed with a five (5) inch concrete slab (3500 psi), reinforced with a single rebar mat. This allows for a 400 psf distributed load and a 16,000 axle load. The revised proposal changes the design to be continuous five (5) inch concrete slab (3500 psi) reinforced with a single rebar mat which would be adequate for any vehicle with a maximum axle load of 16,000 pounds. #7 - The proposal does include costs associated with special inspections which include soil bearing testing, concrete cylinder testing and steel bolt torque testing. # 8 - The current proposal does not include installation of lightning protection. See revised proposal for additive cost to install a basic lightning protection system. #9 - The current proposal does not include any data connections with the Sheriff's Office. It currently is not believed that a second U/G conduit exists from the Sheriff's Office building to the proposed location of the Vehicle Storage Building. To install communications connections would require demo and patching existing asphalt and concrete that is still relatively new. It is LCW belief that most economical approach to this is by having the Owner look into a possible "wireless/remote" data link that will do what is needed for the Sheriff's Office. Request Items (1- 4) as well as other LCW options to lower base costs but keep potential additive items nearby for future discussions, have all been shown on the Revised Design-Build Proposal. Note that all items on the Revised Proposal shown in red indicate a change from the previous proposal. End of Amendment - Unsolicited PPEA Proposal for the Shenandoah County Sheriff's Office Vehicle Storage Building. General Inclusions: 1. Project Management and Supervision 2. Labor, Equipment and Materials 3. Project Safety and Clean-up 4. Mobilization to site Construction Inclusions: (Part II - Building Construction) 5. Saw cut and demo existing asphalt and concrete curbs as required. 6. Provide excavation cuts & fills as required for building pad preparation and positive storm drainage away from the proposed building. 7. Install roof drainage via downspouts and underground piping to the existing adjacent storm pond. 8. Place topsoil and reseed disturbed, surrounding yard area. 9. Reconstruct demoed concrete curbs to tie back to proposed building. 10. Place new asphalt where disturbed by construction and under canopy, providing positive storm drainage. 11. Concrete building apron (6' wide) under building canopy (N.1.C.) see alternate pricing. 12. Excavate, prep, reinforce and pour concrete column footings required by the PEMB system - using 3500 psi concrete. 13. Form, reinforce and pour concrete piers at column footings as required by PEMB system - using 3500 psi concrete. 14. Strip forms and place anchor bolts as required. 15. Excavate, form, reinforce and pour monolithic concrete slab with turndown perimeter foundation-using 3500 psi concrete. All bays are 5-inch-thick concrete slabs with single rebar mats. This design allows for a maximum 16,000 pound axle load. See alternate pricing for increased slab depth increases for bays 1 & 4. 16. Backfill foundations of apron and building. 17. All concrete slabs shall have a clear sealer applied to the surface. 18. Install two (2) concrete-filled steel bollards at each overhead door location. 19. Work benches, coat/tool racks (N.I.C.)- see alternate pricing. 20. Apply foundation waterproofing to the building's perimeter. 21. Caulk and seal where needed to make the building structure weather tight. 22. Install three (3) metal doors/frames with appropriate hardware. 23. Paint steel bollards "safety yellow". 24. Purchase, deliver and unload Pre-engineered Metal Building system. - 40' wide x 84' long single-slope (shed-style) structure with app.16' low side eave and app. 23' high side eave. - Roof slope shall be 2.5/12 - Building designed per IBC Code 2018, classified as an Essential facility. (risk category IV). 25. Erect primary and secondary structural steel (steel has a light grey primer coating). 26. Install all building bracing per code. 27. Structural (below eave) canopy above the overhead doors (N.1.C.) see alternate pricing. 28. Install a 24-gauge standing seam roof system with a galvalume finish. 29. Install 26-gauge, exterior, metal, pre-finished wall panels (finish TBD). Light Transmitting Panels will be installed above the overhead doors to allow natural light to enter the building. 30. Install 26-gauge, interior metal liner panels (white) floor to 7'-6" above finish floor. 31. Install R30 roof insulation with white vinyl facing. 32. Install Rl 9 wall insulation. 33. Install pre-finished metal gutters, downspouts, and complete building trim package ( color TBD). 34. Install four (4) sectional, insulated, steel doors with high-lift track - see alternate pricing. - Two (2) 12' x 14' doors - manual operation - One ( 1) 16' x 10' door - manual operation - One ( 1) 14' x 10' door - manual operation 35. Twenty (20) gear lockers - 10 on each end wall (N.I.C.)- see alternate pricing. 36. Extend the adjacent water line to the front face of the building and install a frost-proof hose bibb. Demo remaining water line and yard hydrant. 37. Install three (3) LP gas fired unit heaters hanging from roof structure. 38. Install two (2) exhaust fans with integrated wall louvers for building ventilation. 39. Install thermostats for each unit heater and a CO2 sensor integrated with fans. 40. Install 100 AMP electric sub panel to feed needs of proposed building fed from existing building panel box. 41. Provide high bay LED lighting as base lighting throughout building. 42. Install strip lighting above future work benches. 43. Provide code required exit lighting. 44. Provide exterior, security lighting between overhead doors. 45. Provide exterior mounted wall packs on exterior walls for security lighting. 46. Provide switches and outlets per code plus one duplex outlet at each workbench. 47. Install overhead retractable electric outlet (1 in first and last bay) 48. Install power for overhead doors and mechanical equipment. 49. Complete punch-list at review with owner. 50. Clean-up site upon leaving the site. 51. Provide Owner with Certificate of Occupancy.
