Northern Essex Community College is soliciting competitive for Locksmith services and repairs on the Haverhill and Lawrence, Massachusetts campuses of NECC. This solicitation intends to establish a contractual price agreement to furnish labor and materials to provide Locksmith services and repairs on an as-needed basis for jobs that cost under $50,000 in labor per job. Please be advised that this Contract includes services that are subject to M.G.L. c. 149 44A. The purpose of this procurement is for the College to establish a Locksmith Services and Repairs Contract with a Contractor who is qualified to provide Locksmith services on an as-needed basis. The Contract includes, but is not limited to, full-service installation, maintenance, and catalog sales of locks, accessories, and related equipment. This includes, but is not limited to padlocks, locks, keys, mortis locks, lock cylinders, auxiliary, deadbolt, door closures, key making machines, supplies and repair parts, handicap door openers, panic bars, hasps and hasp locks, institutional locks and door systems (paracentric locks, high security mogul locks, sliding door operators-institutional) and accessories, safes, locksmith tools, security supplies, or electronic devices. The Contractor shall furnish and supply all necessary labor, equipment, and material to accomplish said work items in accordance with acceptable locksmith practices. It is understood and agreed that only the highest possible standards for locksmith work and repair are acceptable and shall be maintained. The specific scope of work will be negotiated by the project and have an estimated value between $0 and $50,000 in labor per project. For purposes of construction procurement thresholds, the act of pulling cables or wiring through existing conduits is not considered a construction activity and will not contribute to the $50,000 labor limit. The labor is however subject to prevailing wage law. The Contractor must employ full-time tradespersons who must be experienced and qualified to provide all labor, materials, equipment, supplies, and other resources as required for locksmith service. Duties include the receipt of work assignments, review of the work site, planning of the project means and methods, preparation of the work area, protection of furniture, equipment, and other non-work-related structures, as well as a thorough cleaning of the work area upon completion. The ability to understand work orders and read blueprints is required. Physical ability to manipulate tools and equipment is required for the work. At least one worker on site must possess the skills required to coordinate multiple jobs and trades and supervise employees. Owner Rights: Awards will be based on the lowest hourly rates and references will be checked. NECC reserves the right to award or reject any and all proposals in whole or in part, and to waive technical defeats, irregularities, and omissions if, in its judgment, the best interests of the Commonwealth of Massachusetts and NECC will be served. No financial claim for any payment whatsoever shall be brought against the College for any Contract delays. If a discrepancy occurs between the unit price and the extended price, the College will be bound by the LOWER price. Corrections and/or modifications received after the closing time specified will not be accepted. PAYMENT BOND: A 50% Payment Bond will be required for jobs over $25,000. The Contractor hasten business days from the date of notification of a job quoted higher than $25,000 to obtain the payment bond. Attention is called to the fact that a schedule of minimum wage rates was established for the work by the Commissioner of Labor and Industries under the provisions of Chapter 149, Sections 26 and 27, as amended, is annexed to the Contract Documents. Prevailing wages will remain firm throughout the Contract period.
