CR Number: 2107443 USA Niagara on behalf of ESD purchased the property at 217 Old Falls Street and 333 First Street in March 2019 through a strategic land acquisition program intended to assemble and revive long-dormant properties located near Niagara Falls State Park. The program is a continuation of USA Niagara's efforts to expand the types of uses in downtown and reestablish a year-round, sustainable neighborhood. The building to be demolished is a U-shaped, 85,423 square foot, two story pre-engineered steel and pre-cast concrete warehouse. The building was constructed in 1987, but has been vacant since 2017. It was previously used as a Native American themed complex featuring a gift shop, theater, buffet, coffee shop, a small graphics art studio and clothing manufacturing operation. Please note that the building surrounds the First Presbyterian Church and directly abuts it on one side. The Church is an historic structure on the national register of historic places and special care must be taken to ensure it is not damaged during the demolition. Service-Disabled Veteran-Owned Set Aside: No Total MWBE Participation Goals: 30% Service-Disabled Veteran-Owned Business Contracting Goal: 6% SCOPE OF WORK A. This asbestos abatement Project will include the removal and disposal of asbestos containing materials in support of the demolition of 217 Old Falls Street and 333 First Street. B. The below listed asbestos containing materials will require removal as part of the Contract Work: Gray-black tar at base of roof-mounted HVAC components, curbs, vent pipes and access hatch: 965 SF (Non-Friable, Intact) Gray-black tar on south parapet cap for the north-south wing: 32 SF (Non-Friable, Intact) Gray-black tar along the east edge of the southwest roof and extending onto the adjacent northsouth roof: 250 SF (Non-Friable, Intact) Promenade, Interior glazing on Exterior Windows, Black: 200 SF (Non-Friable, Intact) Promenade, Roof penetration tar/repair tar, Black: 54 SF (Non-Friable, Intact) C. The Contractor shall be aware of all conditions of the Project and is responsible for verifying quantities and locations of all Work to be performed. Failure to do so shall not relieve the Contractor of its obligation to furnish all labor and materials necessary to perform the Work. D. All Work shall be performed in strict accordance with the Project Documents and all governing codes, rules, and regulations. Where conflicts occur between the Project Documents and applicable codes, rules, and regulations, the more stringent shall apply. E. The Contractor is required to ensure cooperation of its personnel with the 3rd party asbestos project monitor and air sampling technician. The Contractor shall be responsible for the provision of sufficient electric power and safe access to all locations as necessary for the asbestos project monitor and air sampling technician to fulfill his/her duties.
