Renovation of a water / sewer project in Duluth, Minnesota. Working plans call for the renovation of a water / sewer project.

**As of May 20, 2024, bids received were rejected as they were over the budget. No definite date for the rebid.** The work under this contract is to provide pad mounted liquid filled transformers for operation of the Lakewood Water Treatment Plant Power System. This equipment will be part of the upgrades to the electrical service at the Lakewood Water Treatment Plant. Please submit any questions regarding this project via e-mail to purchasing@duluthmn.gov. Responses will be issued as an addendum to this solicitation Bids must be submitted electronically through online. Bid surety in the amount of 5% of the total bid must be submitted with each bid. Bid bonds may be submitted electronically, either through Surety2000 or Tinubu within the Bid Express solicitation, or emailed to purchasing@duluthmn.gov. Paper bid bonds, certified checks or bank drafts payable to the City of Duluth may be mailed or dropped off at City Hall, 411 W. 1 st Street, Room 120, Duluth, MN 55802. Regardless of the method of submission, bid surety must be received by Purchasing prior to the bid opening. No alternatives to the specification will be considered unless specifically requested. Erasures or other changes to the bid must be initialed and dated, however no special conditions shall be made or included in the bid form by the bidder . The City of Duluth reserves the right to split the award where there is a substantial savings to the City, to waive informalities and to reject any and all bids. Price may not be the only consideration for bid award. Bids must be firm for a minimum of 60 days. The City of Duluth is an Equal Opportunity Employer. This project involves furnishing all labor, work, materials, and equipment necessary: o This project will upgrade the electrical service to the Lakewood Water Treatment Plant (WTP). The work will include the construction of new electrical service, underground electrical feeders, underground fiberoptic communications cable, concrete duct back, powerhouse, medium and low voltage electrical systems, and installation OWNER furnished equipment. o Work to be included under this contract is to provide pad mounted liquid filled transformers for operation of the Lakewood Water Treatment Plant. The minimum items to be provided under this contract include: o Administration, engineering, Shop Drawing, programming, O&Ms, record drawings, and coordination with the OWNEER, ENGINEER, INSTALLATION CONTRACTOR, SCADA CONTRACTOR, POWER SYSTEM CONTRACTOR, AND TRANSFORMER PROVIDER. The work will include administration, coordination, delivery, and support installation of the standby power system. o Two 3,000 kVA 13.8kV delta - 2.4kV wye pad mounted transformer(s). Transformer(s) shall be provided without the XO-HO bond. Transformer(s) shall be provided with factory installed low voltage heater(s) with local disconnect(s) for unenergized standby service. o Three 750 kVA 480V delta - 2.4kV wye pad mounted transformer(s). Transformer(s) shall be provided with the XO-HO bond. Transformer(s) shall be provided with factory installed low voltage heater(s) with local disconnect(s) for unenergized standby service. o Three 500 kVA 2.4kV delta - 480V wye pad mounted transformers. Transformer shall be provided with the XO-HO bond. o Three 75 kVA 2.4kV delta - 240/120V delta dry-type transformers. Transformer shall be provided with the XO-HO bond. o Three 45 kVA 2.4kV delta - 208/120V delta dry-type transformers. Transformer shall be provided with the XO-HO bond. o Post installation inspection, testing, and commissioning.
