Site work for a water / sewer project in Providence, Rhode Island. Conceptual plans call for site work for a water / sewer project.

Scope of Work :It is anticipated that the project sequence of work will follow a traditional planning-design-bid build format, with additional services as needed. A detailed scope of work and cost proposal for the project will be finalized following the submission of the respondent's SOQ and during the subsequent RFP tender phase of the procurement. The objective of this procurement is to solicit and negotiate an appropriately detailed scope of work and cost proposal from the preferred qualified Consultant. It is expected that the Consultant shall complete all needed services in a timely manner and in accordance with the project's mutually agreed upon work schedule. It is the intent of this solicitation that a consistent quality of experienced professional services be provided throughout all phases of the project. The purpose of the project's Study and Report Phase is to thoroughly examine existing conditions of the RAPS and work with NBC staff to develop an appropriately prioritized plan of needed repairs, upgrades, and/or replacements to ensure the reliable operation and performance of the station and associated appurtenances. A thorough evaluation of the station's existing conditions, including but not limited to; hydraulic capacity, pumps and associated piping including the force main, control and monitoring systems, structure and backup power will be components of the Study and Report Phase. Analysis of the sewershed and area sewerage system that the station services (and discharges into) will also be components of the Study and Report Phase. In developing the project's proposed remediation plan for various pump station components, it will be important to evaluate such key decision making factors as, but not limited to, remaining service life, criticality, potential risks and consequence of failure, compliance with current standards, codes and regulations, operational efficiency and capacity assessments, predicted energy costs, potential financial rebate opportunities, constructability issues, opinions of probable costs for needed equipment and/or system rehabilitation or replacement and associated short and long-term operation and maintenance components. Provided below is a general list of some items which may be included in the project's detailed scope of work: o Project Management, Administration and Coordination o Quality Control and Management o Study and Report Phase Services o Hydraulic Capacity Study o Sewershed Evaluation and Analysis o Assessment of impacts from riverine flooding o Existing Conditions Assessment of the entire Facility and Force Main o Review of Historical Data and Maintenance Records o Pump Performance Evaluation o Energy Audit and Analysis o Life Cycle Cost Analysis o Improvement Alternatives and Recommendations o Schedule o Design Criteria Report/Facilities Plan Amendment. A project schedule shall be included in the Respondent's SOQ describing the time frame necessary to complete the project. The schedule shall show the anticipated start and end dates for each task and subtask, as appropriate, from the start of the project to final completion. A start date of July 1, 2024 should be assumed for project scheduling purposes. The NBC has established a goal to make all efforts to allocate fifteen percent (15%) of the contract value for Rhode Island certified MBE/WBE participation, where it has been determined that subcontract opportunities exist and certified MBE/WBE contractors are available. Of that fifteen percent (15%), minority business enterprises (MBE) owned and controlled by a minority owner, as defined in 37-14.1-3, shall be awarded a minimum of sevenand one-half percent (7.5%), and minority business enterprises owned and controlled by a woman (WBE) shall be awarded a minimum of seven- and one-half percent (7.5%). MBE/WBE's are encouraged to participate as prime consultants, individuals, subcontractors, partnerships and joint ventures. The respondent shall indicate in the SOQ if this goal will be met and provide the names of any MBE/WBE firms that will be part of their team and their respective percent participation.
