INSTITUTE FOR LEARNING AND DEVELOPMENT INTEGRATION SERVICES Page 20 of 20 MASTER DEPARTMENT OF VETERANS AFFAIRS Institute for Learning, Education, and Development (ILEAD) 4K UPGRADES-INTEGRATION SERVICES Version 1 Dated December 20, 2023 Background: The Department of Veterans Affairs (VA), Institute for Learning, Education, and Development (ILEAD) maintains a video broadcast facility in St. Louis Missouri, to include a live high definition (HD) television studio and control room. ILEAD intends to upgrade the St. Louis facility s infrastructure to include ultra-high definition (UHD-4K) internal video distribution. ILEAD shall utilize onsite integration services for video cabling and cabling management for newly purchased VA-owned video distribution and routing equipment, to include the equipment paths for 32 inputs and 32 outputs. Scope: The contractor shall provide complete professional cable termination and cable management services for newly purchased equipment located in the ILEAD video facility in St. Louis, Missouri. The contractor shall provide all tools, labor, and labor management to install custom length cables to interconnect bulkhead panels, patch panels, video distribution amplifiers, and an audio/video router with 32 inputs and 32 outputs. The router input path will require 128 cable connector terminations, the router output path will require 64 cable connector terminations, for a total of 192 cable connector terminations. All equipment, bulk coaxial cable, cable connectors, and cable labels will be provided by the VA. All equipment will be installed by the VA in two adjacent equipment racks located in the St. Louis facility. Specifications on VA provided equipment, cabling, or facility detail is available upon request. The VA shall provide a CAD drawing hardcopy and cable list for all expected terminations. Documents: N/A Tasks of Integration Services: The Contractor shall provide the following tasks and services: Host an initial contract award and technical understanding kick-off meeting with VA stakeholders. Video coaxial cables shall be measured, cut to length, and terminated with standard and HD (micro) BNC connector-types native to the equipment. Cable paths needing to connect to equipment in an adjacent equipment rack shall be dressed down through the raised computer floor and under the existing floor cable trays when possible. Video cables shall be labeled at each end and applied to the cable so that the label may be read from the top. Each label shall have three vertical lines containing consecutive numbering, the source equipment name and connector, and the destination equipment name and connector. Video cable bundles shall be professionally dressed in each equipment rack and under the raised computer floor. The contractor shall use Velcro-type cable ties for all cable bundle management. The contractor shall follow a VA-provided Excel cable list of all terminations to be installed and shall provide a proof of installation check list. The contractor shall test each cable path and termination using an active signal generator and shall provide a proof of signal test result check list. Deliverables: Provide the following: CLIN Description Quantity Due 5.1 Kickoff meeting minutes 1 15 days after contract award 5.5 Installation check list 1 75 days after VA installs equipment following contract award 5.6 Cable path and termination proof of signal check list 1 75 days after VA installs equipment following contract award Performance Monitoring: Contractor s work will be monitored by the PM/COR in accordance with the PRS. The PM/COR will certify receipt of goods and recommends acceptance of the services/deliverables. This process will be used for approval of payment for the Contractor s invoices and will serve as the mechanism to document that the overall performance of the Contractor has been acceptable for the period covered by the invoice. PRS: The deliverables below, the Performance Standard is defined as Work being completed within established timeframes. Performance Standard Minimum Acceptable Standard Method of Surveillance Frequency Successful completion of Tasks 4.1 to 4.6 1 or fewer instances where items were not completed on time Real time monitoring by COR/PM after contract award Daily General Details: 7.1 Period of Performance: The Period of Performance (PoP) shall be for 12 months from the time of contract award. Contractor shall work during normal business hours from 8:00 A.M. to 4:30 P.M. local time, Monday through Friday, or as otherwise specified. 7.2 Place of Performance: Services will be conducted at: Department of Veterans Affairs 1 Jefferson Barracks Drive, Bldg. 56 St. Louis, MO 63125 Attn: Hugh Graham Hugh.graham@va.gov 7.3 Travel: Travel expenses are not authorized. 7.4 Observance of Government Holidays. There are 11 Federal holidays set by law (USC Title 5 Section 6103). Under current definitions, four are set by date: New Year's Day January 1 Juneteenth National Independence Day June 19 Independence Day July 4 Veterans Day November 11 Christmas Day December 25 If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. The other six holidays are set by a day of the week and month: Martin Luther King's Birthday Third Monday in January Washington's Birthday Third Monday in February Memorial Day Last Monday in May Labor Day First Monday in September Columbus Day Second Monday in October Thanksgiving Fourth Thursday in November Type of Contract: The Government anticipates award of a Firm Fixed-Price contract. 7.6 Contract Pre-Award Meeting: The Contractor shall not commence delivery of any items or performance on the tasks in this Statement of Work (SOW) until the CO has conducted a pre-award meeting or has advised the Contractor that the pre-award meeting has been waived. Formal Acceptance or Rejection of Deliverables: The Government will review each deliverable within five business days and provide comments. The Contractor shall have two business days to incorporate the Government s comments and make appropriate revisions. Changes to the SOW: Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a contract folder, along with all other products of the contract. Costs incurred by the Contractor through the actions of parties other than the CO shall be borne by the Contractor. Confidentiality and Non-Disclosure: It is agreed that: The preliminary and final deliverables, as well as all associated working papers and other material deemed relevant by VA that have been generated by the Contractor for the delivery of the items / in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted upon request to the CO at the conclusion of the contract. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the Contractor. Any request for information relating to this contract presented to the Contractor shall be submitted to the CO for response. Press releases, marketing material, or any other printed or electronic documentation related to this contract shall not be publicized without the written approval of the CO. Non-Disclosure and Conflict of Interest: The Contractor and Contractor s staff may have access to Government-sensitive information and shall be required to sign non-disclosure and conflict of interest statements. Security Requirements: The Certification and Accreditation (C&A) requirements do not apply, and a Security Accreditation Package is not required. The Method of Contractor Selection has not been determined at this Time.
