The Work is located 97 Runnymeade Road, Bunker Hill, WV 25413, and consists of the following: new raw water intake and factory-built raw water pumping station at the existing LeFevre Spring, floating modular spring cover, and raw water transmission main to the water treatment plant site; raw water interconnection structure and glass-coated bolted steel raw water break tank; factory-built membrane feed pumping station; main treatment building, including primary and secondary membrane treatment systems, primary and secondary membrane strainers, secondary membrane feed pumps, chemical storage and feed systems, electrical and mechanical rooms, bathrooms, locker rooms, offices, conference room, kitchen and break room, laboratory, and control room; prestressed concrete clearwell; factory-built finished water pumping station; modifications to existing backwash lagoons and new outfall pumping station; sanitary sewer pumping station; garage; switchgear and backup generator; demolition of the existing raw water pumping station and water treatment plant facilities; site work, below grade piping and utilities, and site restoration. Bids will be received for a single prime Contract. The cost of printing Bidding Documents and shipping is non-refundable. Payments shall be made to the Issuing Office. The Bidding Documents will include one full-size set of Drawings with a printed copy of the Project Manual. Partial sets of the Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from a source other than the Issuing Office. Bid security shall be furnished in accordance with the Instructions to Bidders. Each Bid must include a certified check, bank check or Bid Bond naming the Owner as obligee in the amount of five percent (5%) of the total Bid amount as security for proper execution of the Agreement and submitting other documents required by the Bidding Documents. The Successful Bidder will be required to execute the Agreement and to furnish performance and payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The successful Bidder must furnish evidence of insurance coverage as required by the Bidding Documents. All Bonds must be executed by sureties named in the current list, "Companies Holding Certificates of Authority as Acceptable Sureties in Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department and shall be acceptable to the Berkeley County Public Service Water District and the State of West Virginia. The surety executing Bonds must be licensed in West Virginia to transact surety insurance, and to be authorized to transact business in the State of West Virginia. Each Bidder must fully comply with the Disadvantaged Business Enterprises, and Affirmative Action requirements, as identified in the Contract Documents. The project has a DBE goal of at least 7% (2% MBE/5% WBE) of the total value of the contract. The Berkeley County Public Service Water District reserves the right to reject any or all bids.
