Reference Number 0000262613 Question Acceptance Deadline 2024/03/20 12:00:00 AM MDT Pricing Lump sum Term: 2024/06/01 02:00:00 AM EDT - 2026/03/31 02:00:00 AM EDT Option: 2 + 2 Traffic Signal Maintenance, repair service, inspections, scheduled maintenance and extra work on a time and material basis at various locations throughout the city The selected proponent will provide all personnel, equipment, and materials to perform traffic signal maintenance repair services, inspections, scheduled maintenance and/or related work on a time and material basis at various locations throughout the City. The selected proponent will provide spring and fall annual maintenance, MMU testing, UPS module testing, load switch testing and battery load testing and detailed spring and fall deficiency repair lists, other duties, and emergency maintenance of traffic signal equipment and systems including signal poles, signal heads, inductive loops (2 locations only), pedestrian signal devices, traffic safety lighting, interconnect facilities, emergency pre-emption equipment, controllers, flashing beacons at crosswalks, and operations systems at various locations throughout the City. Maintenance includes, but is not limited to the following: 1. Spring and Fall Annual Maintenance Cleaning Cabinet and Equipment 1. Running Thorough Equipment Diagnostics 2. Checking Equipment for Wear, and All Concerns Are Noted and Documented for Each Signal Location 3. Reporting All Detected Failures to the City 4. Update Cabinet Logs and Forward Detailed Electronic Report (Copies) for All Locations to the City of Airdrie Engineering Department and the Roads Team Lead. 5. Formulate a Deficiency List for All Locations. 6. Testing Conflict Monitor/malfunction Management Unit, (Canadian Ts2 Fast Flash Conflict Monitor Certification Test Report) Required for Each Unit 7. Testing System Controller Operation, Electrical, Signal Timing Calls, Pedestrian Calls, Gps Pre-emption 8. Checking/testing Video Detection (Wiring, Camera View, Detection Zones) 9. Inspecting All Poles, Signal Heads, Mounting Hardware, Back Plates 10. Installing New and/or Replace Field Wires Where Required. Checking All Terminals to Ensure Proper Connections 11. Cleaning All Signal Faces. (Power Wash) 12. Vacuuming Controller Cabinet and Replace Filters as Necessary 13. Checking Ups (Battery Backup System) to Include Power Transfer Switch and Battery Load Testing 1.1.14. Test Conflict Monitor/malfunction Management Unit, (Canadian Ts2 Fast Flash Conflict Monitor Certification Test Report) Required for Each Unit 1.1.15. Test System Controller Operation, Electrical, Signal Timing Calls, Pedestrian Calls, Gps Pre-emption 16. Check/test Video Detection (Wiring, Camera View, Detection Zones) 1.1.17. Inspect All Poles, Signal Heads, Mounting Hardware, Back Plates 18. Install New and/or Replace Field Wires Where Required. Check All Terminals to Ensure Proper Connections. And Tightness 19. Clean All Signal Faces. (Power Wash) 20. Vacuum Controller Cabinet and Replace Filters as Necessary. 21. Check Ups (Battery Backup System) to Include Power Transfer Switch and Battery Load Testing Unscheduled Traffic Signal, Maintenance (Non- Emergency/minor Callouts) 1. Tasks Not Specifically Included in Scheduled Traffic Signal Maintenance That Are Not Considered Emergency in Nature and Are Performed as Requested by the City to Ensure That All Traffic Signal Systems and Equipment Operate Safely and Continuously in Good Working Order. Common Unscheduled Traffic Signal Maintenance Tasks Include, but Are Not Limited to the Following: 1. Modification of Various Signal Components 2. Signal Head Replacement 3. Upgrade Existing Loop Detection to Video Detection (Cameras). 4. Burnt Led Bulb Replacement in Signal Heads or Pedestrian Walk Signals 2.1.5. Ups Modules or Battery Replacement 6. Replacement of Conduit or Wiring When Necessary 7. Led Replacement (Full Intersection) 8. Intelligent Transportation System (I.t.s Architecture: Cctv Components Located In Signal Controller Cabinets 9. Cameras Mounted on Signal Poles (Cleaning, Alignment, Replacement and Adjustment) 10. Signal Timing Revisions/adjustments 11. Load Switch, Relays 12. Review Construction Documents for New Traffic Signal Installations 13. Assist in Inspection of Signal Construction Work Performed by Other Contractors 14. Other Tasks as Requested Within the Expertise of the Contractor 15. Provide Traffic Signal Maintenance Callout Tasks as Provided in Appendix E Callout Task List. Commercial General Liability in an amount not less than $2,000,000 per occurrence. The City is to be added as additional insured. Automobile Liability (Owned and/or Non-Owned) in an amount not less than $2,000,000. The term of the agreement is to be for a period of two (2) years, with an option in favour of the City to extend the agreement on the same terms and conditions for an additional term of up to four (4) years in two (2) year increments.
