Landfill Gas Collection and Control System (GCCS) Flare Replacement Project is to purchase and install a new landfill flare, including site grading, placement of aggregate base, placement of concrete slabs, purchase, installation, and setup of a landfill gas candlestick flare, installation of a flare controls building, electrical connections, HDPE piping connections, and construction of fencing The City reserves the right to reject any or all bids or to waive all informalities and to accept the bid that is to the advantage of and is in the best interest of the City of Rapid City. Bidders shall comply with Title 40 CFR 33 and Executive Order 12138 concerning utilization of Disadvantaged/Minority Business (DBE) and Women s Business Enterprises (WBE) project goals for DBE is 1% and WBE is 4%.
