The City reserves the right to qualify bidders, to waive any informalities in bidding and to reject any and/or all bids and to accept the bid deemed most favorable to the interest of the City. All bids must be submitted in a sealed envelope with the notation "Bid on Sprinkler Heads" along with the bidder's name and address and the bid opening time and date clearly printed on the front of the outside of the envelope.
