Stormwater Quality Monitoring and Reporting Services - El Estero Water Resource Center. The El Estero Water Resource Center (El Estero) site, located at 520 East Yanonali Street in the city of Santa Barbara, California, covers approximately 13.5 acres. The facility receives and treats municipal, commercial, and industrial wastewater to secondary and tertiary treatment standards for ocean discharge and recycled water production. The current process has an average dry weather treatment capacity of 11 million gallons per day, qualifying it for coverage under the National Pollutant Discharge Elimination System General Permit for Storm Water Discharges Associated with Industrial Activities, also known as the Industrial General Permit (IGP).
