Combined Synopsis - SOLICITATION - W9127N24Q0060 Bonneville Lock and Dam Bradford Island Visitor Center Exhibit Redesign U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 8 March 2024 The purpose of this requirement is to provide project management, exhibit planning, design and production, installation, and personnel training for exhibit elements, audiovisuals, interpretive signs, and related media, for the Bonneville Lock and Dam Project (Project) managed by the U.S. Army Corps of Engineers. All work to be performed under this contract will be directed by the Government in accordance with the procedures outlined in the ordering clauses of this contract. This solicitation is hereby issued as a Request for Quote (RFQ). The Contractor shall provide all services including labor, materials, equipment, travel, and facilities to provide project management, exhibit planning, design, production, testing, fabrication, installation, audiovisuals, interpretive signs, related media, and personnel training for exhibit elements at Bonneville Lock and Dam Project managed by the U.S. Army Corps of Engineers, in accordance with the attached specifications. Exhibits will be installed on level one of the Bradford Island Visitor Center. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2023-04. This solicitation is advertised as a total small business set-aside under NAICS Code 541410, Interior Design Services with a size standard of $9M. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. Location. Bradford Island Visitor Center is located at Exit 40 of Interstate-84, Cascade Locks, OR 97014. (See Attachment 9). Located in the Columbia River Gorge National Scenic Area, 40 miles east of Portland, Oregon, and Vancouver, Washington, Bonneville Lock and Dam spans the Columbia River and links the two states at river mile 146. The U.S. Army Corps of Engineers operates and maintains Bonneville Lock and Dam for hydropower production, fish and wildlife protection, recreation, and navigation. Since 1938, Bonneville Dam has supplied the region with inexpensive electrical power, with a maximum output of 1.242 megawatts.
