The City of Naperville is accepting sealed bids from qualified vendors to supply labor, equipment, supplies and material associated with the 2024 Pavement Crackfill. The 2024 Pavement Crackfill proposed by the City of Naperville involves the application of fiberized crackfilling material to various city streets to prevent water from entering the pavement and to mitigate the spread of cracking. This material consists of cleaning and sealing cracks, voids, or joints that are 2 inches (50 mm) in width or less, using either fiber-reinforced asphalt cement or a rubberized crackfilling product for this purpose. The work will be conducted as directed by the Engineer and will include cleaning and sealing curb-line joints in some locations while omitting them in others, as indicated in the specifications. When a bid deposit is required as indicated on the Invitation to Bid, each bid must be accompanied by either a bid bond signed by a surety company authorized to do business in Illinois, a cashier's check or a certified check. For construction projects the bid deposit shall be in an amount equal to at least 10% of the amount of the bid. Any bid deposit shall be in an amount equal as indicated in the Invitation to Bid. When bids are awarded, the Purchasing Manager will return all checks except those of the successful bidder(s). The check(s) of the successful bidder will be returned upon the submission within ten (10) days of a properly executed performance bond. If no performance bond is required, the certified check will be returned. When noted in the specifications, the City reserves the right to require the successful bidder to supply a Performance Bond and a Labor and Materials Bond within ten (10) calendar days of acceptance of the bidder's proposal by the City. The bonds, unless otherwise specified by the Purchasing Manager, shall be 100% of the total contract price. All questions concerning this bid shall be submitted in writing at least five business days prior to the online bid opening to Carla Soria at soriac@naperville.il.us. The deadline for questions is March 19, 2024 by 12:00 p.m. If required, a written response in the form of an addendum will be issued. This contract calls for the construction of a "public work" within the meaning of the Illinois Prevailing Wage Act (820 ILCS 130/1-12 et seq.). Contractors and subcontractors shall comply with the requirements of the Illinois Prevailing Wage Act including, but not limited to, all wage requirements and notice and recordkeeping duties including paying laborers, workers and mechanics performing work under this contract no less than the currently prevailing rate of wages in the county where the work is performed and filing a certified payroll with the public body in charge of the project. The City reserves the right to reject any or all bids or to waive any nonconformity in bids received whenever such rejection or waiver is in the best interests of the City. The City also reserves the right to reject the bid of a bidder who has previously failed to satisfactorily perform a contract, has not completed contracts on time, or who investigation shows is not in a position to perform the contract
