Site work and new construction of a mixed-use development in New Castle, Pennsylvania. Conceptual plans call for site work for a military facility; for the construction of a 1,750-square-foot pre-engineered storage facility; pre-engineered storage facility; and 53,300-square-foot military facility.

BRIEF DESCRIPTION: The scope of work includes but is not limited to designing and constructing a 53,300 SF Readiness Center and a 1,750 SF unheated pre-fab metal storage building. Project includes design and construction of related site improvements including utilities, access/parking areas, stormwater management, security, and other items. Program elements for the new readiness center building includes an assembly hall, classrooms, administrative offices, locker and shower rooms, catering kitchen, arms vault, and storage. ESTIMATED CONSTRUCTION COST: $53,070,000.00. The Department of General Services Capital Programs and the Bureau of Diversity, Inclusion and Small Business Opportunities identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. Applicants must agree to meet all SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the project e-Builder solicitation folder for instructions regarding Small Diverse Business and Veteran Business Enterprise participation. The Goals for SDB participation: 14% The Goals for VBE participation: 3% As of January 28, 2026, an issuance of short-listed firms has not been released. A design firm selection has not been disclosed.
