The commodity(s) proposed by bidders must meet or exceed all specifications listed to be considered responsive. Award will be based upon the lowest responsive, responsible bidder meeting the minimum qualifications. The determination of the equivalency of proposed substitute(s) of commodity(s) rests solely with Colorado Parks and Wildlife.
